History of Creation
The patient initiative of the Ukrainian Community Advisory Board — UCAB was created by patients and activists on December 10, 2010, at the initiative of the All-Ukrainian network of PLHIV (people living with HIV, now — CO 100% Life). Its policies and procedures are fully based on the best international practices of a similar European body — the European Community Advisory Board, where patients from all over Europe have been actively defending their rights to treatment for many years.
On June 17, 2011, UCAB separated from the All-Ukrainian Network of PLHIV to expand its activities beyond HIV/AIDS. In this way, the Charity Organization “Community Advisory Council on Access to Treatment in Ukraine” was officially registered. Soon, the organization became a national leader in defending patients’ rights to quality treatment.
At the end of 2013, the general meeting of UCAB adopted a decision to change the name to the Charitable Foundation “Patients of Ukraine”, and to significantly expand membership, taking into account the interests of all patient organizations working in Ukraine. Patients of Ukraine unite 39 public organizations (with 49 representatives of these NGOs as members of the foundation) and represent the interests of more than 4.5 million patients with serious and rare diseases.
Currently, the main areas of work of Patients of Ukraine are:
- Advocacy to increase expenditures from the state budget on the healthcare system.
- Improving patients’ access to free treatment.
- Informing patients about free medical services and medicines guaranteed by the state.
- Support and development of healthcare institutions on their way to the implementation of medical reform tools.
- Development of an effective evidence-based rehabilitation system in Ukraine.
- Urgent provision of medical facilities with medicines, medical products, and equipment in response to the challenges of war.
- Basic repairs of healthcare facilities that provide primary medical care and were affected by military operations.
