Yegor Sobolev<\/strong>, the Chairman of\u00a0the Committee on\u00a0Preventing and Combating Corruption during the round table discussion devoted to\u00a0the results of\u00a0the medicines procurement through international organizations.<\/p>\nWe\u00a0would like to\u00a0remind that medicines procurement 2015 in\u00a0Ukraine were carried out through three procurement agencies: UNDP, UNICEF and Crown Agents. UNDP carried out the procurement of\u00a0medicines for the treatment of\u00a0tuberculosis, hemophilia, viral hepatitis, rare diseases and HIV\u00a0diagnostics. Crown Agents provided medicines for oncology in\u00a0children and adult. UNICEF purchased vaccines and antiretroviral therapy.<\/p>\n
According to\u00a0Pavlo Rozenko, the Vice Prime Minister of\u00a0Ukraine, international procurement of\u00a0medicines in\u00a02016 for budget funds should start on\u00a0time with strict observation of\u00a0the medicines delivery schedule.<\/p>\n
\u00abIt\u00a0was strategically right to\u00a0delegate procurement of\u00a0medicines to\u00a0the international organizations. The international procurement of\u00a0medicines in\u00a0Ukraine has no\u00a0alternative. With this in\u00a0mind one need is\u00a0to\u00a0gather accurate information on\u00a0the need in\u00a0medications, to\u00a0form a\u00a0relevant list and forward it\u00a0to\u00a0the international organizations in\u00a0order to\u00a0initiate the procurement process for funds of\u00a02016<\/em>\u00bb, stated Pavlo Rozenko<\/strong> during the round table discussion devoted to\u00a0the results of\u00a0the medicines procurement through international organizations.<\/p>\nIt\u00a0should be\u00a0recalled that in\u00a02015 the Ministry of\u00a0Health for the first time began to\u00a0procure medicines through international organizations. The contracts worth a\u00a0total of\u00a0more than USD 2.2 billion were signed with three international organizations\u00a0\u2014 the United Nations Children\u2019s Fund (UNICEF), the UNDP and the Crown Agents.<\/p>\n
\u00abOne of\u00a0the problems with international procurements is\u00a0the fact that the executives haven\u2019t explained to\u00a0the subordinate entities the way of\u00a0realization of\u00a0the new legislation initiative. We\u00a0insist that the Ministry of\u00a0Health together with the State Fiscal Service urgently clarify the order of\u00a0the release of\u00a0all links of\u00a0the supply chain from VAT<\/em>,\u00bb said Lana Sinichkina<\/strong>, the partner of\u00a0the Law Firm \u00abArzinger\u00bb.<\/p>\nIn\u00a0general, the international organizations managed to\u00a0save approx. UAH 790 million (USD 34.2\u00a0million) on\u00a0procurement of\u00a0the medicines as\u00a0compared to\u00a0the MoH prices in\u00a02014. In\u00a0addition as\u00a0a\u00a0result of\u00a0the procurement in\u00a02015 three international organizations managed to\u00a0save more than USD 200 million on\u00a0their accounts, which would be\u00a0redistributed for procurement of\u00a0additional medicines.<\/p>\n
The UNDP procured medicines cheaper by\u00a0UAH 250 million than MoH would have done it\u00a0for 2014\u00a0prices. The procurement agency British Crown Agents procured medicines for treatment of\u00a0oncology children and adults averagely by\u00a045% cheaper than MoH did it\u00a0last year. It\u00a0is\u00a0almost by\u00a0UAH 413 million (USD 19\u00a0million) less than MoH would have spent to\u00a0procure the same medicines for 2014\u00a0prices. According to\u00a0UNICEF, the organization managed to\u00a0save USD 4.9 million on\u00a0procurement of\u00a0ARVs and vaccines. At\u00a0the same time UNICEF invested more than half a\u00a0million dollars in\u00a0specialized cold chain equipment for proper storage of\u00a0vaccines at\u00a0the central and regional levels, which together with the cost of\u00a0logistics allowed saving more than USD 825 thousand of\u00a0the state budget.<\/p>\n
It\u00a0is\u00a0worth mentioning that Kazakhstan is\u00a0planning to\u00a0adopt the experience of\u00a0Ukraine in\u00a0the procurement sphere proving that Ukraine is\u00a0capable to\u00a0conduct reforms and serve as\u00a0a\u00a0model for other states.<\/p>\n
For your information<\/strong>:<\/p>\n\n- On\u00a0March\u00a019, 2015 the Parliament of\u00a0Ukraine approved amendments to\u00a0the Law of\u00a0Ukraine \u00abOn\u00a0State Procurement\u00bb by\u00a0which the procurement of\u00a0the medicines was delegated to\u00a0the international organizations (Law No\u00a0269-VIII).<\/li>\n
- Contracts between the Ministry of\u00a0Health (MoH) and the international procurement organizations\u00a0\u2014 the United Nations Children\u2019s Fund (UNICEF), the UNDP and the Crown Agents were signed in\u00a0the end of\u00a02015.<\/li>\n
- The total amount allocated to\u00a0the international organizations for procurement of\u00a0the medicines for the programs on\u00a0HIV\/AIDS, TB, virus hepatitis, children haemophilia, adult and children oncology and orphan diseases amounted to\u00a0UAH2,2\u00a0billion.<\/li>\n<\/ul>\n
