\nUNDP saved for Ukraine on\u00a0medicines for hepatitis nearly USD 1\u00a0million over the Ministry of\u00a0Health pricing. Total savings on\u00a0medicines procurement made up\u00a0USD 919\u00a0000, in\u00a0particular\u00a035% of\u00a0medicines are procured under the program of\u00a0treatment of\u00a0hepatitis in\u00a0children and\u00a021% of\u00a0medicines\u00a0\u2014 under the adult treatment program.<\/p>\n

Also, for the first time in\u00a0Ukraine, patients with hepatitis\u00a0C will receive the innovative treatment with Sofosbuvir, which was procured at\u00a0public expense. UNDP procured it\u00a063\u00a0times cheaper than it\u00a0costs in\u00a0USA<\/a>. Sofosbuvir was procured for Ukraine at\u00a0a\u00a0price of\u00a0USD 17.38 per tablet while in\u00a0USA it\u00a0costs USD 1100 per one.<\/p>\n

Overall, the price for one course of\u00a0Sofosbuvir for Ukraine is\u00a0about USD 1460. Almost all medicines were directly procured from the authorized representative of\u00a0\u00abGilead\u00bb in\u00a0Ukraine Delta Medical Promotions\u00a0AG (Switzerland).<\/p>\n

Also, in\u00a0Ukraine operates a\u00a0unique program to\u00a0ensure treatment with Sofosbuvir for the most-at-risk groups. The program is\u00a0implemented by\u00a0the International HIV\/AIDS Alliance in\u00a0Ukraine with the support of\u00a0the Global Fund to\u00a0Fight HIV\u00a0\/ AIDS, Tuberculosis and Malaria using original Sofosbuvir manufactured by\u00a0the company \u00abGilead\u00bb. Negotiations on\u00a0the program implementation have been started in\u00a02014, while the program was launched only in\u00a0April 2015, before Sofosbuvir was officially registered in\u00a0Ukraine (the last negotiations were held on\u00a0October\u00a09, 2015) in\u00a0the framework of\u00a0the international program on\u00a0access to\u00a0treatment with DAAs for low- and middle-income countries. Almost 800 patients receive the treatment under this program. Sofosbuvir was procured for Ukraine at\u00a0a\u00a0price of\u00a0USD 900 per treatment course. Currently, no\u00a0fewer than 1500 patients will receive free treatment under this program.<\/p>\n

UNDP has signed contracts with six companies, four of\u00a0which are manufacturers. In\u00a0addition, 94% of\u00a0medicines have been procured from the producers. Especially tellingly is\u00a0the procurement of\u00a0the drug \u00abUNITRON PEG\u00bb for treating children with hepatitis. In\u00a02014, the Ministry of\u00a0Health procured this medicine from the distributor \u00abFarmadis\u00bb LLC (Petro Bahriy group), at\u00a0a\u00a0price of\u00a0USD 122 dollars per bottle (without VAT). UNDP was able to\u00a0procure it\u00a0directly from the manufacturer almost three times cheaper\u00a0\u2014 at\u00a0USD 47\u00a0dollars per bottle (including logistics and UNDP reward).<\/p>\n

Another interesting situation was observed while procuring of\u00a0\u00abUNITRON\u00bb for treating of\u00a0adults. While the Ministry of\u00a0Health in\u00a02014 has procured this medicine from the manufacturer \u00abLumier Pharma\u00bb LLC\u00a0at a\u00a0price of\u00a0USD 79\u00a0per one bottle, an\u00a0international organization managed to\u00a0drive the price down and purchase it\u00a0from the same manufacturer at\u00a0a\u00a0price of\u00a0USD47 per bottle.<\/p>\n

\u00abInternational organizations again proved their effectiveness. Manufacturers directly took part in\u00a0tender process, thus greatly affecting the prices on\u00a0the same drugs procured by\u00a0the MoH and international organizations. Finally, the funds allocated for the medicines procurements started to\u00a0work for patients but not settle in\u00a0the pockets of\u00a0officials<\/em>,\u00bb\u00a0\u2014 says Olga Stefanyshyna<\/strong>, the Executive Director of\u00a0the CF\u00a0\u00abPatients of\u00a0Ukraine\u00bb.<\/p>\n

Once again it\u00a0is\u00a0confirmed by\u00a0the procurement of\u00a0TENOHOP drug (Tenofovir 300\u00a0mg) gaining 50.59% of\u00a0economy. The Ministry of\u00a0Health procured in\u00a02014 these drugs from Ukrainian distributor \u00abUkroptpostach\u00bb LLC, which is\u00a0also associated with the Petro Bahriy group, at\u00a0a\u00a0price of\u00a0USD 0.26 (excluding VAT). This year the same drugs were purchased by\u00a0UNDP at\u00a0a\u00a0price of\u00a0USD 0.13 from manufacturer Macleods Pharmaceuticals Ltd, India (including logistics and administrative fee).<\/p>\n

However, the following drugs procured by\u00a0UNDP, turned out more costly if\u00a0compared to\u00a0MOH 2014\u00a0pricing:<\/p>\n\n\n\n\n\n\n

UNDP has yet to\u00a0procure two drugs: Recombinant interferon alfa-2b and Lamivudine for the treatment of\u00a0hepatitis\u00a0B in\u00a0children, and procure additionally Ribavirin. To\u00a0do\u00a0this the additional tenders will be\u00a0announced.<\/p>\n

  • On\u00a0October\u00a027, 2015 was signed the Agreement between the Ministry of\u00a0Health of\u00a0Ukraine (MoH) and the United Nations Development Programme (UNDP) in\u00a0Ukraine signed the Agreement on\u00a0the procurement of\u00a0pharmaceuticals and other medical products for diagnosis and treatment of\u00a0tuberculosis, HIV-infection diagnosis, treatment of\u00a0children with hemophilia of\u00a0A or\u00a0B type or\u00a0with the von Willebrand disease as\u00a0well as\u00a0for medical care of\u00a0children with chronic viral hepatitis\u00a0B and\u00a0C and orphan diseases.<\/li>\n
  • The Government allocated UAH 121\u00a0558\u00a0800 to\u00a0procure hepatitis medicines for 2015.<\/li>\n
  • On\u00a0February\u00a04, 2016\u00a0UNDP announced the tender on\u00a0procurement of\u00a0medicines for treatment of\u00a0children and adults with hepatitis for the MoH of\u00a0Ukraine.\u00a0Tenders proposals were accepted until February\u00a025, 2016.<\/li>\n
  • On\u00a0April\u00a015, 2016\u00a0UNDP re-announced the tender for the procurement of\u00a0medicines for the treatment of\u00a0children with chronic viral hepatitis for the Ministry of\u00a0Health in\u00a0Ukraine, such as\u00a0Recombinant interferon alfa-2b (3\u00a0million IU\u00a0\/ 0.5\u00a0ml and 6\u00a0million IU\u00a0\/ 0, 5\u00a0ml). Bids were submitted until April\u00a024, 2016.<\/li>\n
