British procurement organization Crown Agents has procured medicines for the treatment of\u00a0oncology in\u00a0children and adults approx.\u00a045% cheaper over the MoH pricing 2014.<\/p>\n

It\u00a0is\u00a0almost UAH half a\u00a0billion less than the Ministry of\u00a0Health would spend when procuring the same medicines at\u00a0prices of\u00a02014. More than UAH 413 million are saved under the treatment program of\u00a0oncology in\u00a0adults and more than UAH 51\u00a0million\u00a0\u2014 under the treatment program of\u00a0oncology in\u00a0children.<\/p>\n

Overall, Crown Agents managed to\u00a0procure at\u00a0cheaper prices 32\u00a0of\u00a045\u00a0medications under the treatment program of\u00a0oncology in\u00a0children, and 34\u00a0of\u00a041\u00a0medications under the treatment program of\u00a0oncology in\u00a0adults. The price differences of\u00a0some drugs reaches 22\u00a0times.<\/p>\n

\u00abInternational organizations once again proved their effectiveness. Over\u00a040% of\u00a0saved money on\u00a0the procurement of\u00a0medicines for cancer patients indicates that from one year to\u00a0the next this money settles in\u00a0pockets of\u00a0corrupt officials. Every year seriously-ill patients are undersupplied with almost half of\u00a0the medicines<\/em>\u00bb,\u00a0\u2014 says Olga Stefanyshyna<\/strong>, the Executive Director of\u00a0CF\u00a0\u00abPatients of\u00a0Ukraine\u00bb. Despite dirty manipulations, attempts of\u00a0lobbyists of\u00a0pharmaceutical mafia to\u00a0disparage medicines procurements and international organizations in\u00a0particular, \u00abCrown Agents\u2019 still has managed to\u00a0procure medicines more efficiently than the Ministry of\u00a0Health did it\u00a0in\u00a0previous year<\/em>\u00bb,\u00a0\u2014 she added.<\/p>\n

According to\u00a0the information<\/a> released by\u00a0Crown Agents, the international organization managed to\u00a0receive proposals on\u00a0procurement of\u00a0all necessary preparations according to\u00a0the nomenclature submitted by\u00a0the Ministry of\u00a0Health. This is\u00a0a\u00a0precedent, considering the fact that all the medicines from the list have never been procured by\u00a0the Ministry of\u00a0Health. For example, in\u00a02014 MoH was unable to\u00a0procure such drugs as\u00a0Calcium folinate, 30; Methotrexate, 100; Lenohrastym, 33,6.<\/p>\n

Meaningful is\u00a0the procurement of\u00a0the medication Tasigna. Last year the Ministry of\u00a0Health procured it\u00a0almost twice more expensive from the company Hansa than Crown Agents did it\u00a0from the company Farmadis this year. It\u00a0is\u00a0noteworthy that both distribution companies are associated with Petro Bahriy.<\/p>\n

Medications such as\u00a0Endoxan and Uromitexan Crown Agents was able to\u00a0procure cheaper due to\u00a0participation in\u00a0tenders of\u00a0the company-manufacturer Baxter. A\u00a0similar situation happened to\u00a0medications such as\u00a0Doxorubicinum, Letrozolum, Methotrexatum, Piperacillinum\u00a0\/ Tazobactamum, Fludarabinum, which were procured at\u00a0lower prices due to\u00a0participation in\u00a0bids of\u00a0official representative of\u00a0Teva. Also international organizations procured such drugs as\u00a0Dipherelin and Zarzio at\u00a0a\u00a0cheaper price from the same supplier as\u00a0MoH did it\u00a0the previous year (Liudmyla Farm LLC and Ukroptpostach LLC). Ukrainian manufacturer of\u00a0Zoledronic acid Pharmex Group also sold Crown Agents its medicines at\u00a0half lower price over the MoH pricing 2014.<\/p>\n

Overall, 40% of\u00a0tender-winners are manufacturers of\u00a0medicines.<\/p>\n

\u00abDespite the fact that not only manufacturing companies participated in\u00a0bids, international organizations managed to\u00a0significantly reduce drug prices indicated by\u00a0agents. This once again proves their effectiveness<\/em>\u00bb,\u00a0\u2014 states Alexandra Ustinova<\/strong> from Anti-corruption Action Centre. Namely, procurement of\u00a0cancer medicines caused the largest number of\u00a0scandals. First of\u00a0all, it\u00a0happened because on\u00a0this procurement agents earned the biggest \u00abmargins\u00bb. That is\u00a0why they sabotaged the signing of\u00a0contracts and suppling of\u00a0drugs.<\/em>”<\/p>\n

\u00abUAH half a\u00a0billion of\u00a0saved public money only proves the effectiveness of\u00a0anti-corruption laws that we\u00a0adopted in\u00a0Parliament last year. This means that many more patients will receive drugs due to\u00a0international procurements, nor is\u00a0it\u00a0would be\u00a0if\u00a0procure medicines through the Ministry of\u00a0Health. This year, the Ministry of\u00a0Health should transfer the procurement function to\u00a0international organizations as\u00a0soon as\u00a0possible in\u00a0order to\u00a0prevent delays and interruption in\u00a0the supply of\u00a0medicines<\/em>\u00bb,\u00a0\u2014 claims Hanna Hopko<\/strong>, the Chairman of\u00a0the Foreign Affairs.<\/p>\n

It\u00a0should be\u00a0noted that the delay in\u00a0the supply of\u00a0medicines and vaccines in\u00a0the framework of\u00a0international procurements ocured due to\u00a0sabotage within the Ministry of\u00a0Health. During 8\u00a0months of\u00a0the year 2015 the Ministry of\u00a0Health delayed the development of\u00a0regulations to\u00a0the Laws #269-VIII and #332-VIII, which eventually put international organizations in\u00a0time- and formal frames and close the door upon timely procurement of\u00a0medicines and their delivery to\u00a0Ukraine. In\u00a0addition, through sabotage<\/a> of\u00a0Ukrainian agents the most part of\u00a0the preparations under the treatment oncology is\u00a0still not put to\u00a0Ukrainian hospitals.<\/p>\n

Currently, 8%\u00a0medicines for cancer children and\u00a041% of\u00a0drugs for cancer adults are delivered to\u00a0Ukraine. During July-August, according to\u00a0the schedule of\u00a0deliveries another\u00a042% medicines for children\u00a030% of\u00a0medicines for adults will be\u00a0also supplied. Last deliveries will take place in\u00a0November due to\u00a0a\u00a0long production cycle of\u00a0drugs.<\/p>\n

Several medications are still under negotiations with the Ministry of\u00a0Health, so\u00a0the contacts aren\u2019t singed yet.<\/p>\n
