Now it&nbsp;is&nbsp;for the President to&nbsp;decide"},"content":{"rendered":"<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/patients.org.ua\/wp-content\/uploads\/2024\/03\/pobeda-e1464770661572.webp\" alt=\"image\" \/><br \/>\nOn\u00a0May\u00a030, 2016 the Verkhovna Rada adopted in\u00a0general in\u00a0the first reading the bill \u2116\u00a04484 introduced on\u00a0April\u00a026, 2016, aimed at\u00a0simplifying the procedure of\u00a0medicines authorization in\u00a0Ukraine. The bill was initiated by\u00a0the Prime Minister Volodymyr Groysman at\u00a0the end of\u00a0April and was the subject of\u00a0<a href=\"http:\/\/www.epravda.com.ua\/columns\/2016\/05\/27\/594030\/\" target=\"_blank\" rel=\"noopener\">considerable opposition<\/a> by\u00a0lobbyists for some pharmaceutical companies. Now, the bill is\u00a0waiting the signature of\u00a0President Poroshenko.<!--more--><\/p>\n<p>When it\u00a0is\u00a0approved, authorization for new medicines will take only 17\u00a0days for products that have already been approved by\u00a0the United States, Canada, Australia, Switzerland, Japan or\u00a0the EU-states based on\u00a0centralized procedures for registration of\u00a0medicines.<\/p>\n<p>\u00ab<em>This is\u00a0the first step towards meaningful healthcare reform and the fight against corruption that engulfed this area. Simplifying the procedure of\u00a0medicines authorization creates competition in\u00a0the pharmaceutical market. Owing to\u00a0this, doctors can prescribe appropriate treatment, and patients will be\u00a0able to\u00a0buy necessary drugs in\u00a0Ukraine. This day showed that the Parliament and the Government, the civil society and experts can find a\u00a0common solution in\u00a0order to\u00a0save and make life easier for seriously ill Ukrainians,<\/em>\u00bb\u00a0\u2014 says <strong>Olga Bogomolets<\/strong>, the Chair of\u00a0the Committee on\u00a0Public Health.<\/p>\n<p>The bill \u2116\u00a04484\u00a0as of\u00a026.05.2016 includes the basic principles of\u00a0better regulation of\u00a0the pharmaceutical market and excludes the possible elements of\u00a0corruption that lobbyists attempted to\u00a0\u00abpush\u00bb.<\/p>\n<p>In\u00a0general, the bill is\u00a0based on\u00a0three main points:<\/p>\n<ul>\n<li>Simplified authorization will be\u00a0used for medicines that are already authorized and can be\u00a0used in\u00a0countries with stringent regulatory standards;<\/li>\n<li>The countries with stringent regulatory standards include the United States, Canada, Australia, Japan, Switzerland and the\u00a0EU with centralized procedure for registration of\u00a0medicines;<\/li>\n<li>Introduced clear deadlines for registration procedures simplified at\u00a017\u00a0working days.<\/li>\n<\/ul>\n<p>\u00ab<em>It\u00a0is\u00a0thanks to\u00a0the political will of\u00a0the Prime Minister, the active cooperation of\u00a0the government, the civil society and the expert community we\u00a0were able to\u00a0work out a\u00a0bill that simplifies registration for most medicines that are registered and used in\u00a0countries with high regulatory standards. In\u00a0fact, in\u00a0less than a\u00a0week all agreed text of\u00a0the bill was supported by\u00a0the Government and was supported by\u00a0Parliament. Voting in\u00a0the Council proved that deregulation of\u00a0the medicine market is\u00a0not a\u00a0question of\u00a0political debate, it\u00a0is\u00a0a\u00a0matter of\u00a0Ukrainians\u2019 life and health<\/em>,\u00bb\u00a0\u2014 said <strong>Alexander Saenko<\/strong>, the Minister of\u00a0the Cabinet of\u00a0Ministers of\u00a0Ukraine.<\/p>\n<p>It\u00a0should be\u00a0noted that the initiative of\u00a0the prime minister, aimed at\u00a0simplifying the registration of\u00a0quality medicines, was registered as\u00a0a\u00a0bill \u2116\u00a04484\u00a0on 20\u00a0April 2016. However, there was an\u00a0attempt at\u00a0sabotage of\u00a0this initiative perpetrated by\u00a0some MPs and lobbyists. They substituted the text of\u00a0the document (the bill \u2116\u00a04484 from 10.05.2016\u00a0years), making lobbying rules that should now be\u00a0the subject of\u00a0an\u00a0official investigation. Patients of\u00a0Ukraine and other civic organizations strongly disagreed with replaced text and on\u00a0May\u00a023, 2016 mounted a\u00a0protest on\u00a0the theme, \u00abBreak the pharmaceutical curtain.\u00bb Eventually joint efforts of\u00a0the government and civil society activists were able to\u00a0develop a\u00a0really high-quality bill that replaced the lobbyists\u2019 document.<\/p>\n<p>\u00ab<em>Over the past year we\u00a0have worked with colleagues and developed a\u00a0package of\u00a0deregulation measures that are designed to\u00a0facilitate the circulation of\u00a0medicines in\u00a0Ukraine. Simplifying the registration of\u00a0quality medicines\u00a0\u2014 a\u00a0first and very important step towards deregulation\u00a0\u2014 faced tremendous opposition. We\u00a0were able to\u00a0repel a\u00a0large number of\u00a0myths and legally groundless accusations on\u00a0this reform. Now it\u00a0is\u00a0important that all regulations as\u00a0soon as\u00a0possible been brought into line with the law and he\u00a0began to\u00a0work as\u00a0soon as\u00a0possible,<\/em>\u00bb\u00a0\u2014 claimed <strong>Lana Sinichkina<\/strong>, the partner of\u00a0the Law Firm \u00abArzinger\u00bb.<\/p>\n<p>The best evidence of\u00a0this important initiative for Ukrainian patients is\u00a0easily demonstrated by\u00a0statistics: in\u00a0Ukraine only 9,900 medicines are authorized, while in\u00a0France there are almost 16\u00a0thousand. This means that Ukrainians have limited access to\u00a0medicines that are used by\u00a0residents of\u00a0developed countries.<\/p>\n<p>\u00ab<em>This is\u00a0a\u00a0common victory of\u00a0civil society and government, and most importantly\u00a0\u2014 a\u00a0real victory for the thousands of\u00a0patients who were forced to\u00a0smuggled medicines from abroad or\u00a0pay for them dozens of\u00a0times on\u00a0the black market. Simplifying the registration for quality medicines is\u00a0not only a\u00a0blow to\u00a0the corrupt schemes of\u00a0those who year after year rooted in\u00a0the Ukrainian regulatory service and a\u00a0victory over the pharmaceutical lobby. Most important, it\u00a0will save the lives of\u00a0many Ukrainians who would have died due to\u00a0lack of\u00a0medicines<\/em>\u00bb,\u00a0\u2014 mentioned <strong>Olga Stefanyshyna<\/strong>, the Executive Director of\u00a0the Charitable Foundation \u00abPatients of\u00a0Ukraine\u00bb. <em>We\u00a0hope that the President will sign the bill as\u00a0soon as\u00a0possible, because now the health and lives of\u00a0many ill patients depend on\u00a0his signature,<\/em>\u00bb \u2014 she added.<\/p>\n<p>\u00ab<em>Despite pharmaceutical lobby pressure, the adoption of\u00a0the Bill # 4484 has opened the opportunity for patients to\u00a0buy and be\u00a0treated with those medicines that were not registered in\u00a0Ukraine and volunteers had to\u00a0carry from abroad in\u00a0suitcases. We\u00a0are waiting for further action from the government through the implementation of\u00a0the law for really cheaper medicines,<\/em>\u00bb\u00a0\u2014 said <strong>Hanna Hopko<\/strong>, the Chair of\u00a0the Foreign Affairs Committee.<\/p>\n<p>\u00ab<em>One of\u00a0the most difficult aspects of\u00a0Ukrainian pharmaceutical market regards children with cancer. Hundreds of\u00a0Ukrainian parents and volunteers have been forced to\u00a0buy the medication \u201eKosmagen\u201c for small children with cancer, as\u00a0an\u00a0example, on\u00a0the black market. In\u00a0Europe, it\u00a0costs 70\u00a0euros, and because it\u00a0is\u00a0not authorized in\u00a0Ukraine, its price can reach 210\u00a0euros. Thanks to\u00a0the Bill, we\u00a0will destroy this injustice and rescue the life of\u00a0children who cannot get the needed medications because of\u00a0over-regulation of\u00a0the market,<\/em>\u00bb\u00a0\u2014 stated <strong>Oksana Korchynska<\/strong>, the Deputy Chair of\u00a0the Committee on\u00a0Public Health.<\/p>\n<p>CF\u00a0\u00abPatients of\u00a0Ukraine\u00bb thanks for this progressive step to\u00a0Volodymyr Groysman, Alexander Saenko, Olga Bogomolets, Hanna Hopko, Maria Ionova, Yegor Sobolev, Oleg Berezyuk, Oleg Parubiy and other parliamentarians and officials who advocated this reform.
