{"id":12119,"date":"2016-04-28T22:12:29","date_gmt":"2016-04-28T22:12:29","guid":{"rendered":"https:\/\/patients.org.ua\/?p=12119"},"modified":"2024-04-18T12:34:46","modified_gmt":"2024-04-18T12:34:46","slug":"patients-will-be-able-to-receive-free-medicines-after-the-lists-of-available-pharmaceuticals-are-made-public","status":"publish","type":"post","link":"https:\/\/patients.org.ua\/en\/news\/patients-will-be-able-to-receive-free-medicines-after-the-lists-of-available-pharmaceuticals-are-made-public\/","title":{"rendered":"Patients will be&nbsp;able to&nbsp;receive free medicines after the lists of&nbsp;available pharmaceuticals are made public"},"content":{"rendered":"<p><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/patients.org.ua\/wp-content\/uploads\/2024\/03\/img_9612-1024x683-1.webp\" alt=\"image\" \/><br \/>\nToday at\u00a0the roundtable \u00abOnline services of\u00a0free drugs: from Odesa to\u00a0the whole country\u00bb the CF\u00a0\u00abPatients of\u00a0Ukraine\u00bb together with the experts told about open stock lists of\u00a0left-over medications as\u00a0an\u00a0effective way to\u00a0fight corruption in\u00a0hospitals at\u00a0the stage when patients are supposed to\u00a0receive medicines for which the state has already paid.<!--more--> In\u00a0particular, the patients\u2019 and anti-corruption organizations discussed the possibility to\u00a0extend the successful experience of\u00a0Odesa Oblast to\u00a0other regions of\u00a0Ukraine and to\u00a0provide patients with free medicines.<\/p>\n<p>Every year the state allocates funds for the procurement of\u00a0drugs, which patients should get for free. However, because of\u00a0corruption schemes and unscrupulous doctors, patients almost never receive drugs procured by\u00a0the state.<\/p>\n<p>\u00ab<em>Corruption in\u00a0medicine has always existed on\u00a0two levels\u00a0\u2014 during the process of\u00a0drugs procurement by\u00a0the Ministry of\u00a0Health and during the process of\u00a0receiving these medications by\u00a0patients. We\u00a0were able to\u00a0overcome corruption at\u00a0the national level by\u00a0transferring drug procurement function to\u00a0international organizations. The only way to\u00a0overcome the fraud scheme when doctors re-sell to\u00a0patients the drugs that have been procured at\u00a0public expense is\u00a0making open lists of\u00a0left-over drugs that are available in\u00a0every hospital. Due to\u00a0the political will in\u00a0Odessa we\u00a0were able to\u00a0implement this initiative in\u00a0a\u00a0few months. Now it\u00a0is\u00a0important to\u00a0spread this practice to\u00a0the whole Ukraine, so\u00a0that every patient has access to\u00a0free medicines,<\/em>\u00bb\u00a0\u2014 says <strong>Olga Stefanyshyna<\/strong>, Executive Director of\u00a0the CF\u00a0\u00abPatients Ukraine\u00bb.<\/p>\n<p>Recall that in\u00a0September in\u00a0Odesa the system <a href=\"http:\/\/liky.odesa.ua\" target=\"_blank\" rel=\"noopener\">liky.odesa.ua<\/a> has been launched\u00a0\u2014 the website any patient can go\u00a0to\u00a0and check whether the needed medicine is\u00a0available in\u00a0one or\u00a0another hospital in\u00a0Odesa Oblast. Within six months nearly 12,000 people benefited from this system. The site contains information on\u00a088\u00a0oblast and rayon hospitals in\u00a0Odesa region. Data are updated weekly, allowing to\u00a0track the actual availability of\u00a0free medicines.<\/p>\n<p>\u00ab<em>Our main goal is\u00a0to\u00a0ensure the access of\u00a0patients to\u00a0medicines that have been procured by\u00a0the state. The system developed within half a\u00a0year has proved its importance. That is\u00a0why we\u00a0continue to\u00a0support this website so\u00a0that every patient could exercise his\/her right to\u00a0free medicines,<\/em>\u00bb\u00a0\u2014 states Advisor to\u00a0the Chairman of\u00a0the Odesa Regional State Administration <strong>Maria Gaidar<\/strong>. \u00ab<em>Moreover, we\u00a0will separately consider each case when a\u00a0patient asked for medicines that are on\u00a0the list, but he\/she was refused in\u00a0their provision.<\/em>\u00bb<\/p>\n<p>Also during the roundtable the updated site liky.odesa.ua has been presented. Currently, the site is\u00a0updated with minimal human intervention and it\u00a0is\u00a0automatically synchronized with the accounting databases in\u00a0hospitals.<\/p>\n<p>Experts shared their knowledge with activists from different regions of\u00a0Ukraine on\u00a0how this initiative can be\u00a0implemented in\u00a0their oblasts and what resources are needed in\u00a0order to\u00a0do\u00a0that.<\/p>\n<p>Recall that in\u00a02013 the MOH Order #561\u00a0as of\u00a006.27.2013 was adopted, which requires all medical institutions to\u00a0publish information about drug left-overs.
