\nThe United Nations Development Programme (UNDP) procured pediatric hemophilia medicines saving USD 1.4 million over the Ministry of\u00a0Healthcare 2014 pricing and saved USD 302 thousand due to\u00a0effective procurement of\u00a0pharmaceuticals for treatment of\u00a0orphan diseases.<\/p>\n

Pursuant to\u00a0the documents<\/a> made public by\u00a0UNDP the economy during procurements of\u00a0pediatric hemophilia medicines raised USD 1.4 million comparing to\u00a0the previous year. All the medications procured by\u00a0the international organization were cheaper than the same medications purchased by\u00a0the MoH in\u00a02014.<\/p>\n

In\u00a0addition, there is\u00a0a\u00a0similar trend of\u00a0reducing prices on\u00a0medicines for adult hemophilia procured this year by\u00a0the Ministry of\u00a0Health of\u00a0Ukraine without the involvement of\u00a0international organizations. It\u00a0was found that providers were forced to\u00a0participate in\u00a0Ministry of\u00a0Health in\u00a02015 almost with the same pricing proposal as\u00a0was offered by\u00a0the United Nations Development Programme. For example, the drug FEIBA 500\u00a0U and 1000\u00a0U (made by\u00a0Baxter AG, Austria) in\u00a02014 costed USD 2.1331 for MoH. This year the Ministry of\u00a0Health has procured it\u00a0for USD 1.2620 and UNDP\u00a0\u2014 paying USD 1.2350. Coagulation factor VIII (vial, syringe, ampule, with dosage\u00a0\u2014 500\u00a0IU) in\u00a02014 was procured by\u00a0the Ministry of\u00a0Health for USD 0.3967, and in\u00a02015\u00a0it costed USD 0.2441, while the price for UNDP was USD 0.2200.<\/p>\n

Olga Stefanyshyna<\/strong>, the Executive Director of\u00a0the Charitable Foundation \u00abPatients of\u00a0Ukraine\u00bb asserts that \u00absuch savings are yet more proof of\u00a0the effectiveness of\u00a0involving international organizations into procurement of\u00a0medicines in\u00a0Ukraine\u00bb. She states that \u00abthe saved costs, which theretofore were pocketed by\u00a0corruptible officials, mean the additional medications and chance of\u00a0life for the Ukrainian patients.\u00bb<\/p>\n

Almost half of\u00a0the medicines procured by\u00a0the United Nations Development Programme are more than\u00a020% cheaper as\u00a0compared to\u00a0the prices the Ministry of\u00a0Health (MoH) paid in\u00a02014. The REFACTO medicine\u2019s price (Human blood coagulation factor VIII (recombinant) 250\u00a0IU) is\u00a0by\u00a040% lower:<\/p>\n\n\n\n\n\n\n\n\n\n

Also, the pharmaceutical manufacturers directly participated in\u00a0the tenders for the first time in\u00a0the history of\u00a0the medicines procurement for children with hemophilia. Total 5\u00a0companies won the tender: 3\u00a0Ukrainian and 2\u00a0foreign companies.<\/p>\n

The total amount of\u00a0the contracts for 15\u00a0items made up\u00a0USD 7,302,885.88 including logistics and the service fee of\u00a0the organization.<\/p>\n

In\u00a0total, the state allocated UAH 162,292,000 (USD 7,310,450.45) for treating pediatric hemophilia and the von Willebrand disease. This amount in\u00a0Dollar equivalent is\u00a060% larger than that allocated by\u00a0the state for treating children with hemophilia in\u00a0previous year.<\/p>\n

Besides, in\u00a02015 the State for the first time allocated UAH 20,000,000 (USD 900,900) for the orphan medicines procurement. In\u00a0total, 5\u00a0medicines for the overall amount of\u00a0USD 598,749.62 including logistics and the service fee of\u00a0the organization were procured. The United Nations Development Programme succeeded in\u00a0saving USD 302,150.38. So, these funds will be\u00a0used for additional procurement of\u00a0the medicines necessary for the patients with orphan diseases. All the tenders were won exclusively by\u00a0the manufacturing companies.<\/p>\n

On\u00a0October\u00a027, 2015 the Ministry of\u00a0Health of\u00a0Ukraine (MoH) and the United Nations Development Programme (UNDP) in\u00a0Ukraine signed the Agreement on\u00a0the procurement of\u00a0pharmaceuticals and other healthcare products for diagnosis and treatment of\u00a0tuberculosis, HIV-infection diagnosis, treatment of\u00a0children with hemophilia of\u00a0A or\u00a0B type or\u00a0with the von Willebrand disease as\u00a0well as\u00a0for medical care of\u00a0children with chronic viral hepatitis\u00a0B and\u00a0C and orphan diseases.<\/p>\n

On\u00a0October\u00a03, 2015 the UNDP received UAH 620,070,700\u00a0tranche, of\u00a0which UAH 162,292,000 were intended for procuring of\u00a0medicinal products for children with hemophilia of\u00a0A and\u00a0B type or\u00a0with the von Willebrand disease (USD 7,310,450.45 in\u00a0US\u00a0Dollar equivalent).<\/p>\n

On\u00a0December\u00a029, 2015 the United Nations Development Programme (UNDP) declared the tender for procuring pharmaceuticals for children with hemophilia\u00a0A and\u00a0B or\u00a0the with von Willebrand disease to\u00a0be\u00a0opened. The tender was closed on\u00a0February\u00a07, 2016.<\/p>\n

The United Nations Development Programme (UNDP) has entered into contracts with five companies supplying medicines for children with haemophilia to\u00a0Ukraine. The total amount of\u00a0the signed contracts, under which 15\u00a0pharmaceuticals will be\u00a0procured, made up\u00a0USD 6,955,129.41 including logistics.<\/p>\n

Three Ukrainian intermediary companies Link-Medical Ltd., Liudmyla-Pharm Ltd., Kyiv Regional Pharmaceutical Enterprise Ltd. and 2\u00a0foreign companies: pharmaceutical manufacturer from Denmark Novo Nordisk A\/S Company and Latvian distributor Magnipharma Ltd. have become tender winners.<\/p>\n

UNDP has entered into contracts with three foreign companies which will provide Ukraine with the orphan disease medicines: Genzyme Europe\u00a0BV (Netherlands), Swedish Orphan Biovitrum\u00a0AB (SOBI) (Sweden) and BioMarin International Ltd (USA).<\/p>\n
