\nIn\u00a02015 public budget for the procurement of\u00a0antituberculosis medicines has been reduced by\u00a0approximately USD 3\u00a0million in\u00a0comparison to\u00a0the 2014\u00a0budget. The number of\u00a0patients in\u00a0need of\u00a0treatment, on\u00a0the contrary, \u2014increased. Nevertheless, in\u00a0these circumstances international organizations managed not only to\u00a0purchase the required number of\u00a0drugs, having spent less money, but even\u00a0\u2014 save USD 1\u00a0million. Now, due to\u00a0gained savings, additionally more than 28\u00a0000 patients with sensitive\u00a0TB will receive treatment. In\u00a0general, the comparison of\u00a0the 2014 procurement prices of\u00a0the Ministry of\u00a0Health with the current UNDP prices for the same medicines shows that the state would have saved about USD 7\u00a0million 476\u00a0thousand<\/strong>.<\/p>\n

Such calculations are reported by\u00a0the public organization \u00abPatients of\u00a0Ukraine\u00bb (please refer to\u00a0infographics).<\/p>\n

The Ministry of\u00a0Health has allocated USD 9\u00a0017 693.69 for the procurement of\u00a0medicines against tuberculosis for 2015 under the health care state program. According to\u00a0the calculations of\u00a0the Ukrainian Center for Socially Dangerous Disease Control this amount of\u00a0public funds covered only\u00a030% of\u00a0the real need of\u00a0medications.<\/p>\n

In\u00a0February 2016, the UNDP signed agreements with 7\u00a0companies for the procurement of\u00a018\u00a0antituberculosis medicines. The total value of\u00a0contracts is\u00a0USD 6\u00a0720\u00a0427. Following the results of\u00a0the biddings the UNDP managed to\u00a0procure all antituberculosis drugs in\u00a0accordance with the order of\u00a0the Ministry of\u00a0Health. The exception is\u00a0the medication Moxifloxacin\u00a0\u2014 for this item negotiations are still in\u00a0process. The most of\u00a0the prices for medicines procured by\u00a0the UNDP are lower than the prices at\u00a0which the MOH procured the medicines in\u00a02014. In\u00a0general, 17\u00a0out of\u00a018\u00a0drugs have been procured at\u00a0lower prices<\/strong>.<\/p>\n

Thus, it\u00a0became possible to\u00a0additionally save up\u00a0to\u00a0USD 1\u00a0million.<\/p>\n

\u00abThe idea thousands of\u00a0patients have been fighting for has shown its first results. International organizations lived up\u00a0to\u00a0our expectations: medicines have been procured at\u00a0much lower prices. Previously we\u00a0had an\u00a0opposite situation: the number of\u00a0patients for whom drugs could be\u00a0procured was constantly reduced in\u00a0order to\u00a0squeeze into a\u00a0tiny budget. This year\u2019s situation is\u00a0unique: the state has procured the claimed amount of\u00a0drugs and still extra million for medicines is\u00a0left. Finally the state budget funds of\u00a0Ukraine ceased to\u00a0settle in\u00a0the pockets of\u00a0officials and started to\u00a0work for patients<\/em>\u00bb,\u00a0\u2014 states Olga Stefanyshyna, Executive Director of\u00a0the CF\u00a0\u00abPatients Ukraine\u00bb<\/strong>.<\/p>\n

According to\u00a0the Ukrainian Center for Socially Dangerous Disease Control the estimated cost of\u00a0treatment per patient susceptible to\u00a0tuberculosis is\u00a0UAH 776, 76\u00a0(according to\u00a02015\u00a0prices) and the estimated average cost of\u00a0treatment per patient with multidrug-resistant tuberculosis (MDR TB)\u00a0\u2014 UAH 33 304,74.<\/p>\n

For the saved money\u00a0\u2014 USD 1\u00a0million\u00a0\u2014 taking into consideration the calculated cost of\u00a0treatment courses per patient, it\u00a0is\u00a0possible to\u00a0provide treatment additionally to\u00a0over 28\u00a0000 patients with sensitive\u00a0TB or\u00a0nearly to\u00a0700\u00a0\u2014 with MDR TB.<\/p>\n

\u00abEvery year thousands of\u00a0patients with tuberculosis are left without treatment. This is\u00a0the reason why the epidemic is\u00a0spreading in\u00a0Ukraine\u00a0\u2014 Ukrainians are increasingly suffering from multi-resistant form of\u00a0the disease. I\u00a0am impressed by\u00a0the results of\u00a0medicines procurements conducted by\u00a0the international organizations\u00a0\u2014 saving a\u00a0million dollars and buying medicine for thousands of\u00a0seriously ill patients using this money\u00a0\u2014 that is\u00a0what we\u00a0are fighting for over many years<\/em>\u00bb,\u00a0\u2014 states Yulia Kalancha, manager of\u00a0the \u00abHealthcarers\u00bb Project<\/strong>.<\/p>\n

According to\u00a0the contracts the first medicines are to\u00a0be\u00a0delivered already in\u00a0April, the rest\u00a0\u2014 by\u00a0the end of\u00a0June 2016. Agents won during the UNDP biddings only under 2\u00a0procurement items out of\u00a018\u00a0\u2014 these are Ukrainian PJSC \u00abMedfarmkomtsentr\u00bb and European company \u00abSvizera Europe\u00bb, others\u00a0\u2014 are domestic and foreign manufacturers.<\/p>\n

Four Ukrainian companies became the winners of\u00a0the tender (\u00abMedpharcom Center\u00bb, JSC \u00abTechnologist\u00bb Kievmedpreparat, LLC \u00abYuria Pharm\u00bb, three of\u00a0which are domestic producers) and three foreign companies: \u00abLupin\u00bb, \u00abMacleods Pharmaceuticals\u00bb and \u00abSvizera Europe\u00bb (2\u00a0Indian manufacturers and large distributor company).<\/p>\n

Background information:<\/p>\n

On\u00a0October\u00a027, 2015 the Ministry of\u00a0Health of\u00a0Ukraine (MoH) and the United Nations Development Programme (UNDP) in\u00a0Ukraine signed the Agreement for the procurement of\u00a0medicines for treatment and diagnosis of\u00a0tuberculosis, HIV\/AIDS, pediatric hemophilia and hepatitis\u00a0B and C.<\/p>\n

On\u00a0November\u00a003, 2015 the UNDP received tranche in\u00a0the amount of\u00a0USD 620\u00a0070\u00a0700, of\u00a0which USD 200\u00a0192\u00a0800 were aimed for the procurement of\u00a0anti-TB medicines (the dollar equivalent for the moment of\u00a0funds transfer was USD 9017 693.69).<\/p>\n

On\u00a0December\u00a07, 2015 the UNDP published the first announcement for the procurement of\u00a0anti-TB drugs.<\/p>\n

Following the results of\u00a0the biddings the UNDP managed to\u00a0procure all necessary anti-TB medicines for Ukraine, except for the medication Moxifloxacin\u00a0\u2014 for this item negotiations are still in\u00a0process. The UNDP also procured the drugs one of\u00a0which is\u00a0Isoniazid (100\u00a0mg and 300\u00a0mg tablets and liquid solution 500\u00a0mg), which the Ministry of\u00a0Health of\u00a0Ukraine failed to\u00a0procure in\u00a02014.<\/p>\n

Some anti-TB drugs procured by\u00a0the Ministry of\u00a0Health in\u00a02014 have not yet been delivered to\u00a0the full extent (Cycloserine, Capreomycin).<\/p>\n

For the objective comparison of\u00a0medicine prices we\u00a0compared the MoH prices in\u00a02014 in\u00a0dollar equivalent (at\u00a0the exchange rate on\u00a0the interbank market, according to\u00a0the NBU) at\u00a0the time of\u00a0the submitting tender proposals by\u00a0the participants excluding tax, because international organizations do\u00a0not pay taxes on\u00a0medicines that they supply.<\/p>\n
