Today severely ill patients gathered in\u00a0front of\u00a0the Cabinet of\u00a0Ministers building with the demand to\u00a0reallocate funds in\u00a0the Budget 2016 for treatment of\u00a0seriously ill Ukrainians. Near the walls of\u00a0the Government\u2019s building they arranged an\u00a0improvised pile of\u00a0cards with names of\u00a0people who are left without medication because of\u00a0the Cabinet of\u00a0Ministers indifference. In\u00a0this way activists wanted to\u00a0demonstrate that instead of\u00a0providing treatment for patients, they are just \u00abwritten off\u00bb to\u00a0die. Adults and children with difficult diagnosis lined up\u00a0in\u00a0a\u00a0row, each end every one holding a\u00a0sign with his name and written message \u00abwritten off\u00bb.<\/p>\n
It\u00a0should be\u00a0noted that, according to\u00a0the requirements of\u00a0the Verkhovna Rada Committies on\u00a0Public Health and Budget, the Government should have reallocated the additional funds amounting to\u00a0almost UAH 4\u00a0billion and submitted the appropriate changes for approval to\u00a0the Parliament by\u00a0March\u00a01. Nevertheless it\u00a0has not been done.<\/p>\n
\u00abWe\u00a0were waiting until the March\u00a01, hoping that officials would take into consideration the needs of\u00a0severely ill Ukrainians, many of\u00a0whom already are left without medication. Thousands of\u00a0patients are written off by\u00a0the Cabinet of\u00a0Ministers just because officials do\u00a0not want to\u00a0seek funds for their lives, as\u00a0it\u00a0is\u00a0required by\u00a0the Parliament\u00bb,\u00a0\u2014 says Olga Stefanyshyna, the Executive Director of\u00a0the CF\u00a0\u00abPatients of\u00a0Ukraine\u00bb<\/strong>. \u2014\u00a0While in\u00a0the USA the year of\u00a0fight against cancer is\u00a0announced and everything is\u00a0being done to\u00a0save patients, in\u00a0Ukraine cancer patients are simply \u00abwritten off\u00bb. We\u00a0do\u00a0not understand how it\u00a0is\u00a0possible to\u00a0allocate UAH half-a-billion to\u00a0provide personal security for high-ranking officials, and not to\u00a0find the money to\u00a0treat people with fatal diseases\u00ab,\u00a0\u2014 she adds<\/strong>.<\/p>\n By\u00a0March\u00a01, the Cabinet of\u00a0Ministers, having considered the proposals of\u00a0the Verkhovna Rada Committee on\u00a0Budget, should have allocated in\u00a0the Budget-2016 funds in\u00a0the amount of\u00a0UAH 8.1 billion for treatment of\u00a0seriously ill Ukrainians with such diseases as\u00a0HIV, tuberculosis, oncology, viral hepatitis, hemophilia and others. As\u00a0of\u00a0today only half of\u00a0the needed sum of\u00a0money is\u00a0allocated, namely UAH 4.1\u00a0bilion, which condemns half of\u00a0severely ill Ukrainians to\u00a0death.<\/p>\n \u00abWe\u00a0can stop the HIV\/AIDS epidemic in\u00a0Ukraine, if\u00a0we\u00a0provide the antiretroviral therapy to\u00a0all in\u00a0need\u00a0\u2014 which is\u00a0134 thousand patients. Although the Ministry of\u00a0Health took on\u00a0appropriate obligations, the Government left only UAH 350 million on\u00a0HIV\u00a0treatment. Because of\u00a0inflation this sum of\u00a0money is\u00a0enough to\u00a0treat only\u00a030% of\u00a0patients! The others are condemned to\u00a0die, waiting until the Government will allocate more funds for the procurement of\u00a0vital medicines which are not available in\u00a0retail,\u00bb\u00a0\u2014 claims Dmytro Sherembey, the Head of\u00a0the Coordination Council of\u00a0the Network of\u00a0PLWH<\/strong>.<\/p>\n The most critically underfunded are treatment programs for tuberculosis (37% of\u00a0the need), hepatitis (9%\u00a0of\u00a0the need), pediatric oncology (66% of\u00a0the need), pediatric (60% of\u00a0the need) and adult hemophilia (27% of\u00a0the need).<\/p>\n \u00abIn\u00a0Ukraine there are more than 2500 people with hemophilia. Because there are few of\u00a0us, it\u00a0is\u00a0easier for the Government to\u00a0leave\u00a0us bleeding to\u00a0death, than allocate money for our treatment\u00bb. \u2014\u00a0notes Taras Bebeshko, hemophilia patient<\/strong>. \u2014\u00a0As\u00a0soon as\u00a0the Government undertook the commitment of\u00a0providing\u00a0us with medication, it\u00a0should stick to\u00a0it. Otherwise the Cabinet of\u00a0Ministers should be\u00a0criminally responsible for the fact that part of\u00a0us will be\u00a0crippled, and the rest\u00a0\u2014 will die”,\u00a0\u2014 he\u00a0adds<\/strong>.<\/p>\n In\u00a0the most critical situation found themselves adult patients suffering from cystic fibrosis\u00a0\u2014 they are not included into the budget request at\u00a0all and these people are condemned to\u00a0die without treatment.<\/p>\n It\u00a0should be\u00a0noted that\u00a094% of\u00a0medicines that Ukraine procures through public tenders\u00a0\u2014 are foreign-made and all the procurements are made in\u00a0foreign currency. Because of\u00a0the devaluation of\u00a0hryvnia it\u00a0is\u00a0vital to\u00a0increase the budget expenditures of\u00a0the MOH and provide patients with necessary medicines.<\/p>\n The budget for 2016 in\u00a0its present form will be\u00a0the cause of\u00a0death and disability for tens of\u00a0thousands of\u00a0people.
