The decision on\u00a0setting up\u00a0a\u00a0taskforce, including relevant state experts, civil society activists and international professionals to\u00a0be\u00a0its members has become the first practical step on\u00a0the way to\u00a0develop the national strategy to\u00a0reform Ukrainian healthcare system. The Vector (direction) of\u00a0Healthcare reform in\u00a0Ukraine roundtable held on\u00a0June 25\u00a0at the World Bank adopted a\u00a0resolution on\u00a0establishing the taskforce.<\/p>\n
Civil society communities and experts, particularly, Patients of\u00a0Ukraine charitable foundation, Resuscitation Reform Package civil initiative and PRO management in\u00a0healthcare journal, advanced an\u00a0idea to\u00a0create a\u00a0team of\u00a0experts. The awareness of\u00a0the critical need in\u00a0involving national and international experts as\u00a0well as\u00a0civil society and community organizations into the process of\u00a0drafting a\u00a0concept for a\u00a0new healthcare system in\u00a0Ukraine constituted the underlying reason to\u00a0hold the event.<\/p>\n
\u00abWe, as\u00a0advocates for patients\u2019 interests in\u00a0Ukraine, are aware about the need to\u00a0reform healthcare system. However, last week we\u00a0petitioned A.\u00a0Yatsenyuk, Prime Minister of\u00a0Ukraine, with a\u00a0letter, stating that haste in\u00a0holding this reform will guarantee that the reform will remain to\u00a0exist only on\u00a0paper. We\u00a0demand to\u00a0postpone the adoption of\u00a0the concept of\u00a0a\u00a0new healthcare system by\u00a0the Cabinet of\u00a0Ministers of\u00a0Ukraine on\u00a0the grounds of\u00a0too tight a\u00a0timeframe and no\u00a0opportunities to\u00a0involve civil society organizations as\u00a0well as\u00a0national and international experts into the process of\u00a0drafting the concept. Reforms demand a\u00a0professional approach, international expertise and analysis; they must take into account civil society\u2019s opinions and experience\u00bb<\/em>\u00a0\u2014 Olha Stefanishina, Patients of\u00a0Ukraine Executive Director, Resuscitation Reform Package advisor, noted.<\/strong><\/p>\n The roundtable\u2019s program included presentation of\u00a0samples on\u00a0statistics and economic situation in\u00a0Ukraine; the experience of\u00a0healthcare reform in\u00a0France was presented; the Concept of\u00a0a\u00a0New Healthcare System developed by\u00a0the Ministry of\u00a0Health of\u00a0Ukraine was discussed in\u00a0much detail; civil society and experts\u2019 suggestions on\u00a0a\u00a0further direction for healthcare reform in\u00a0Ukraine were taken into consideration.<\/p>\n \u00abHealthcare system reform is\u00a0one of\u00a0the most challenging ones the new Government of\u00a0Ukraine is\u00a0supposed to\u00a0undertake. It\u00a0deals not just with lives of\u00a0patients, but constitutes a\u00a0foundation to\u00a0restore a\u00a0healthy nation. Therefore, we\u00a0are ready for this challenge standing together with civil society\u00bb<\/em>\u00a0\u2014 Nataliya Lisnevska, Deputy Minister of\u00a0Health said.<\/strong><\/p>\n Within recent 10\u00a0years attempts on\u00a0healthcare reform were undertaken by\u00a0various governments and convocations of\u00a0the Parliament of\u00a0Ukraine several times.
