The Charity Foundation Patients of\u00a0Ukraine together with the Ministry of\u00a0Health Care of\u00a0Ukraine proposed to\u00a034\u00a0largest pharmaceutical companies operating in\u00a0the Ukrainian maket three options of\u00a0addressing the problem of\u00a0the state budget deficit in\u00a0the sphere of\u00a0state procurement.
\nIn\u00a0keeping with the arrangement discussed at\u00a0the round table the following options were proposed: to\u00a0sell medicines to\u00a0the state for the 2013 prices as\u00a0it\u00a0was allocated in\u00a0the state budget for procurement of\u00a0the medicines; to\u00a0provide subsidies to\u00a0the medicines running short by\u00a0procuring them for prices higher than in\u00a0the previous year; or\u00a0to\u00a0provide humanitarian aid with medicines.<\/p>\n
\u00abAs\u00a0an\u00a0official occupying the position of\u00a0the Minister of\u00a0Health I\u00a0claim that any corruption scheme will never be\u00a0applied again,\u00a0<\/em>Oleh Musiy, Health Minister said to\u00a0the companies at\u00a0the round table,\u00a0\u2014 Before, 30-40% of\u00a0the price accounted for illicit payoff, which resulted in\u00a0increase of\u00a0distribution prices. Therefore, the companies may reduce the prices down by\u00a040-50% to\u00a0maintain the prices of\u00a0the last year without losses for their business. My\u00a0team will provide absolute transparency of\u00a0the state procurement by\u00a0the Health Ministry, and\u00a0I assume personal responsibility for conducting procurement without corruption. In\u00a0this case the money instead of\u00a0going to\u00a0the pockets of\u00a0officials will help to\u00a0save lives of\u00a0hundred thousands of\u00a0Ukrainians\u00bb.<\/em><\/p>\n During the round table \u00abTreatment in\u00a0Ukraine\u00a0\u2014 overcoming the crisis\u00bb 67\u00a0patients\u2019 organizations, the Minister of\u00a0Health, the Advisor of\u00a0the Vice Prime Minister on\u00a0humanitarian issues Ivan Soroka and a\u00a0part of\u00a0the manufactures signed a\u00a0symbolic agreement specifying that state procurement prices for the medicines will be\u00a0maintained at\u00a0the previous year level. The largest manufacturers of\u00a0the brand medicines that did not sign the agreement have one weak to\u00a0discuss the issue and to\u00a0make a\u00a0decision on\u00a0accessing the agreement on\u00a0savinf lives.<\/p>\n \u00abNot once the pharmaceutical companies provided donations to\u00a0Ukraine with medicines meeting the needs of\u00a0the Ukrainian patients,\u00a0<\/em>said Dmytro Sherembei, Chairman of\u00a0the Charity Foundation \u201ePatients of\u00a0Ukraine (UCAB)\u201c, \u201eSince this year is\u00a0a\u00a0year of\u00a0deep crises we\u00a0are confident that manufacturers of\u00a0the brand pharmaceutical medicines will adhere to\u00a0their social position, which they demostrated towards our state before and will help provide medicines to\u00a0serious patients al\u00a0least at\u00a0the prices of\u00a0the previous year level\u201c.<\/em><\/p>\n In\u00a0addition, it\u00a0was said at\u00a0the round table that the government of\u00a0Ukraine is\u00a0ready to\u00a0make concessions to\u00a0the manufacturere by\u00a0not making them repack the medicines into the Ukrainian wraps, when it\u00a0goes about procurement of\u00a0the medicines for hospital programs, which will also influence the net cost of\u00a0these medicines. Specifically, the Ministry of\u00a0Health Care made a\u00a0point that it\u00a0is\u00a0ready to\u00a0ask for subsidies and provide all required documents to\u00a0those manufactureres, who agree to\u00a0cooperate and provide humanitarian aid to\u00a0Ukraine.<\/p>\n As\u00a0a\u00a0result of\u00a0the Round Table the proposal of\u00a0the patients on\u00a0the readiness to\u00a0solve the problem was signed by\u00a0the Minister of\u00a0Health of\u00a0Ukraine, Counselor on\u00a0behalf of\u00a0the Vice-Prime Minister of\u00a0Ukraine and a\u00a0number of\u00a0pharmaceutical companies: \u00abBiopharma\u00bb, \u00abAurobindo Pharma Limited\u00bb, \u00a0\u00abLupin Limited\u00bb Ltd. \u00abAbryl\u00bb Ltd., \u00abFarmak\u00bb, \u00abYuriya Pharm\u00bb, \u00abDelta Medical\u00bb, Dr. Reddy \u2019s Laboratories Ltd., M.\u00a0Biotech Limited.
