After the roundtable and joint event on\u00a0March 26\u00a0which was held in\u00a0front of\u00a0the Parliament of\u00a0Ukraine, MPs had adopted the Law on\u00a0Increase of\u00a0the Excise Taxes. \u00abIt\u00a0now became a\u00a0precedent. Under the pressure of\u00a0patient community, Ukrainian Parliament had reacted very quickly and has increased the excise taxes! From now\u00a0on, Ukrainian budget will receive additional 500\u00a0mln. UAH\u00bb,\u00a0\u2014 <strong>says Dmytro Sherembey, Chairman of\u00a0the Board of\u00a0Charitable Foundation \u00abPatients of\u00a0Ukraine\u00bb.<\/strong><\/p>\n<p>In\u00a0fact, Ukrainian Parliament had adopted the law, which was designed by\u00a0Cabinet of\u00a0Ministers of\u00a0Ukraine in\u00a0hurry during the night of\u00a026-27\u00a0March. This happened right after an\u00a0event \u00abExcise Taxes Save Live!\u00bb was held and the resonance that it\u00a0caused in\u00a0mass media. In\u00a0this draft law the compromising rates of\u00a0excise taxes are envisaged. These rates were supported by\u00a0NGOs, as\u00a0these rates will help a\u00a0lot in\u00a0filling the state budget.<\/p>\n<p><em>\u00abTabaco and alcohol lobby does everything that it\u00a0possibly can do\u00a0by\u00a0pressing on\u00a0Ukrainian government and Parliament. At\u00a0first, the Parliament had rejected to\u00a0register our draft laws, but after all, they did register them. After event \u00abExcise Taxes Save Lives!\u00bb was held and a\u00a0lot of\u00a0us had came to\u00a0support it\u00a0in\u00a0front of\u00a0the Parliament, the MPs had understood that they need to\u00a0make concessions towards the NGOs. However, they had tricked\u00a0us by\u00a0raising the excise taxes, but not transferring them for the needs of\u00a0drug procurement, which is\u00a0unacceptable! Therefore, our next step should be\u00a0joint the fight for transferring money from the \u00abdeadly\u00bb goods for the treatment purposes.\u00bb<\/em>\u00a0\u2014 declares Alexander Ponomarenko, economist, one of\u00a0the draft laws\u2019 authors.<\/p>\n<p>Therefore we\u00a0consider that patients\u2019 organizations should agree on\u00a0supporting and following such priorities:<\/p>\n<ul>\n<li>To\u00a0achieve redistribution of\u00a0raised excise taxes on\u00a0treatment already this year or\u00a0find another source of\u00a0funds.<\/li>\n<li>Healthcare system reform, and creation of\u00a0the Special fund for healthcare system reform, that will be\u00a0financed by\u00a0the revenues from the excise taxes on\u00a0tobacco, alcohol.<\/li>\n<li>Continue our fight for raising the excise taxes on\u00a0\u00abdeadly\u00bb products, as\u00a0Ukrainian excise taxes are among the lowest in\u00a0Europe, while this money could be\u00a0used for the purposes of\u00a0healthcare reform and its problems.<\/li>\n<\/ul>\n<p>Having a\u00a0common goal and a\u00a0strong mutual support we\u00a0can change the Ukrainian healthcare system and save hundreds of\u00a0lives!<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Our joint efforts within \u00abExcise Taxes Save Lives!\u00bb campaign had brought its first fast victory.
