Patients and public organizations revealed the lustration list of\u00a0MOH officials<\/p>\n
Patients\u2019 and civil society organizations issued a\u00a0lustration list of\u00a0officials of\u00a0the Ministry of\u00a0Health of\u00a0Ukraine. Activists demand their dismissal from key positions in\u00a0the Ministry and investigation of\u00a0their acts of\u00a0abuse of\u00a0official duties.<\/p>\n
The list included Deputy Ministers appointed during the last Minister of\u00a0Health ministerial post and\/or were involved in\u00a0many corruption schemes of\u00a0Ministry of\u00a0Health. Namely: Tolstanov Olexandr, Deputy Minister, Roman Bogachev, Deputy Minister, responsible for the procurement of\u00a0drugs at\u00a0public expense, Volodymyr Karasyk, Deputy Minister and chief lobbyist of\u00a0Boris Lytovsky. For example, Mr. Karasyk used to\u00a0be\u00a0a\u00a0member of\u00a0the supervisory board of \u2018Medical World\u2019 organization, established to\u00a0protect the business interests of\u00a0Mr. Lytovsky, one of\u00a0the pharmaceutical moguls of\u00a0Ukraine.<\/p>\n
“We call on\u00a0the new Minister of\u00a0Health to\u00a0appoint new professionals to\u00a0key positions, who are ready to\u00a0implement systematic change, not bureaucrats, who for years have been destroying the healthcare system in\u00a0Ukraine and plundered public funds,\u00a0\u2014 <\/em>says Dmytro Sherembey, head of\u00a0the organization \u2018Patients of\u00a0Ukraine (UCAB). \u2014\u00a0These people have already proven ineffective. If\u00a0the old team remains\u00a0\u2014 the old system we\u00a0fought against for years will remain.”<\/em> \u2014\u00a0he\u00a0added.<\/p>\n Activists noted that thorough investigations carried out by\u00a0anti-corruption non-governmental organizations, in\u00a0particular Anti-Corruption Action Centre<\/a> and the Temporary investigative commission<\/a> of\u00a0the Verkhovna Rada of\u00a0Ukraine have shown that some of\u00a0these officials had been involved in\u00a0corruption schemes in\u00a0state tenders, which led to\u00a0their enrichment.<\/p>\n According to\u00a0Vitaly Shabunin, head of\u00a0the Anti-Corruption Action Centre, their analytical report “clearly shows who and how used schemes to\u00a0steal state budget costs, allocated for the procurement of\u00a0drugs for Ukrainians with dangerous diseases.”<\/em> Activists were preparing the report for more than a\u00a0year. For example, the report states that the MOH bidding committee since March 2012 was managed by\u00a0Deputy Health Minister Roman Bogachev, who concurrently (in\u00a0accordance with the order of\u00a0distribution of\u00a0duties) supervises and coordinates the activities of\u00a0SJSC \u2018Ukrmedprom\u2019. The head of \u2018Ukrmedprom\u2019 is\u00a0Dmytro Politiko, a\u00a0classmate and close friend of\u00a0Bogachev. He\u00a0is\u00a0a\u00a0member of\u00a0the Supervisory Board of \u2018Indar\u2019 plant, thus having access to\u00a0internal documents of\u00a0the plant. Communication between Bogachev and Politiko creates favorable conditions for the discharge of\u00a0information from the Ministry of\u00a0Health in\u00a0to \u2018Indar\u2019 and adjustment of\u00a0their actions on\u00a0public tender. “It is\u00a0worth noting that right after the appointment of\u00a0Mr.Bogachev as\u00a0the Deputy Minister of\u00a0Health with his friend being a\u00a0member of\u00a0the supervisory board of \u2018Indar\u2019, the plant immediately began to\u00a0participate and win in\u00a0the competitive bidding of\u00a0MOH. Therefore, if\u00a0we\u00a0want to\u00a0stop corruption in\u00a0the Ministry of\u00a0Health, the most important thing is\u00a0to\u00a0prevent the appointment of\u00a0the same people who for years have robbed Ukrainian patients to\u00a0the leadership positions. There is\u00a0enough evidence to\u00a0start criminal proceedings on\u00a0these officials instead of\u00a0allowing them to\u00a0work further in\u00a0the ministry,”<\/em> \u2014 he\u00a0added.<\/p>\n Patients\u2019 community representatives are outraged with Mr.Tolstanov restoration as\u00a0Deputy Minister. According to\u00a0patients, he\u00a0is\u00a0responsible for hundreds of\u00a0children with cystic fibrosis receiving substandard medicines, which led to\u00a0serious life-threatening complications. \u2018It took\u00a0us more than 6\u00a0months to\u00a0fight with Mr. Tolstanov to\u00a0provide children with a\u00a0rare disease with quality drugs, and not a\u00a0substitute for the manufacturer, whose interests were defended by\u00a0the Deputy Minister. That is\u00a0why we\u00a0consider unacceptable his restoration to\u00a0the post,\u00a0\u2014 says Olga Stefanyshyna, Executive director of\u00a0the CF \u2018Patients of\u00a0Ukraine\u2019 (UCAB).<\/p>\n The leading patients\u2019 organizations of\u00a0Ukraine including CF \u2018Patients of\u00a0Ukraine\u2019 (UCAB), The All-Ukrainian Network of\u00a0PLWH, OKHMATDET Board of\u00a0Trustees, the NGO \u2018Anti-Corruption Action Center\u2019 and others signed the appeal and the reference list.<\/p>\n Apart from lustration of\u00a0key officials, these organizations called new health minister Oleg Musiy to\u00a0include representatives of\u00a0patient and public organizations in\u00a0all stages of\u00a0the tenders on\u00a0procurement of\u00a0medicines and equipment.
