{"id":11677,"date":"2013-12-20T13:28:59","date_gmt":"2013-12-20T13:28:59","guid":{"rendered":"https:\/\/patients.org.ua\/?p=11677"},"modified":"2024-04-17T18:24:05","modified_gmt":"2024-04-17T18:24:05","slug":"patients-awarded-mrs-bohatyryova-with-a-medal-and-pozornyaka","status":"publish","type":"post","link":"https:\/\/patients.org.ua\/en\/news\/patients-awarded-mrs-bohatyryova-with-a-medal-and-pozornyaka\/","title":{"rendered":"Patients awarded Mrs. Bohatyryova with a medal and \u2018Pozornyaka\u2019"},"content":{"rendered":"<p>Today Mrs. Raisa Bohatyryova, the Healthcare Minister of\u00a0Ukraine, received a\u00a0symbolic reward from patients, as\u00a0this year her Ministry \u2018earned\u2019 less during tenders on\u00a0the procurement of\u00a0drugs for PLHIV, compared to\u00a0the previous year.<\/p>\n<p>During the press conference \u2018The award ceremony of\u00a0the Minister of\u00a0Health\u2019 patients awarded Mrs. Minister with a\u00a0medal and \u2018Pozornyaka\u2019 (Shamer\u00a0\u2014 anti-diploma), alluding to\u00a0the fact that the Ministry deserved such a\u00a0gratitude this year.<\/p>\n<p>This response of\u00a0the patients resulted from comparison of\u00a0prices of\u00a0the same list of\u00a0antiretroviral drugs, procured by\u00a0both the Ministry of\u00a0Health and NGOs. Only on\u00a06\u00a0matching positions officials managed to\u00a0earn almost $\u00a02\u00a0mio. At\u00a0the same time, this amount is\u00a0almost $\u00a03\u00a0mio less than the previous year. <a href=\"\/en\/news\/moh-wants-to-rob-terminally-ill-ukrainians-of-37-mln-hryvnya\/\">Then the Ministry overpaid almost $\u00a05\u00a0mio for antiretroviral drugs.<\/a><\/p>\n<p><em> \u2018We brought this medal to\u00a0Mrs. Bohatyryova to \u2018thank\u2019 her, as\u00a0this year \u2018entrepreneurs\u2019 from the Ministry of\u00a0Health were not so\u00a0greedy and earned less on\u00a0PLHIV. However, if\u00a0the Ministry of\u00a0Health had held transparent tenders and procured medicines at\u00a0competitive prices , we\u00a0could have saved at\u00a0least 5\u00a0000 lives of\u00a0terminally ill Ukrainians. Now they will pay with their health and lives for new posh cars and yachts of\u00a0the ministry officials\u2019<\/em>, \u2014 says <strong>Dmytro Sherembey<\/strong>, the Head of\u00a0patients\u2019 organization <strong>UCAB<\/strong>.<\/p>\n<p>We\u2019d like to\u00a0note that each year MOH overpays millions of\u00a0dollars on\u00a0corruption schemes during the state procurements of\u00a0drugs. . NGOs and patients organizations annually compare drug prices, which are procured by\u00a0the Ministry of\u00a0Health and non-governmental organizations. Prices for the same drugs sometimes differ by\u00a02-2,5\u00a0times. And it\u00a0is\u00a0only those drugs that are identical in\u00a0procurement and which prices can be\u00a0compared.<\/p>\n<p>Nevertheless, not to\u00a0lose much income, the officials decided to \u2018compensate\u2019 their losses during the procurement of\u00a0TB drugs. Thus, the difference between the prices, at\u00a0which these drugs were procured by\u00a0MOH and NGOs was $1,5\u00a0mio.<\/p>\n<p>The analytical report<a href=\"http:\/\/antac.org.ua\/en\/2013\/12\/key-findings-from-the-antacs-report-who-makes-money-on-hivaids-and-tuberculosis-in-ukraine\/\"> \u2018Who makes money on\u00a0epidemics of\u00a0HIV\/AIDS and tuberculosis in\u00a0Ukraine\u2019<\/a> was presented at\u00a0the press conference, showing in\u00a0detail who and how much earns on\u00a0public procurement of\u00a0drugs for AIDS and tuberculosis. Namely, the difference between the procurement prices of\u00a0the MOH and patients\u2019 organizations was stipulated in\u00a0that report. The list of\u00a0companies, who annually are winning the state tenders in\u00a0this sphere were presented as\u00a0well.<\/p>\n<p><em> \u2018Our report shows, that the same false companies, that have been collaborating with the Ministry of\u00a0Health for a\u00a0long time, are constantly winning the state procurement.<\/em> \u2014\u00a0said <strong>Vitaly Shabunin<\/strong>, chairman of\u00a0the <strong>Anticorruption Action Center NGO<\/strong>,\u00a0\u2014 <em>Constant monitoring of\u00a0such public tenders reduces the corruption margin, i.e. the profit of\u00a0companies. This is\u00a0well illustrated by\u00a0the procurements of\u00a0antiretroviral and\u00a0TB drugs&#8221;<\/em> \u2014 he\u00a0adds.<\/p>\n<p>Besides, public activists found that most companies that win tenders, belong to\u00a0the same persons. In\u00a0Ukraine about 6\u00a0500 companies can apply to\u00a0the tenders. But only 12\u00a0of\u00a0them actually participate.<\/p>\n<p><em> \u2018The same companies are constantly competing with each other on\u00a0various tenders. At\u00a0the same time , if\u00a0you dig deeper, you\u2019ll realize that they all belong to\u00a0several persons, creating a \u2018medical cartel\u2019 that monopolized the market of\u00a0medical tenders in\u00a0Ukraine\u2019,<\/em> \u2014 says <strong>Vitaly Shabunin<\/strong>, chairman of\u00a0the <strong>Anticorruption Action Center NGO<\/strong>.<\/p>\n<p>Nevertheless, the activists are sure that through price monitoring and control of\u00a0the state tenders by\u00a0NGOs, this year less budget costs were stolen.<\/p>\n<p>After the action, patients and public activists handed a\u00a0symbolic medal and \u2018Pozornyaka\u2019 to\u00a0Mrs. Minister.<\/p>\n<blockquote><p><strong>Additional information:<\/strong><br \/>\nNow about 120 thousand of\u00a0PLHIV in\u00a0Ukraine need ARV treatment. Of\u00a0these, only 51,5 thousand receive life-saving treatment, as\u00a0of\u00a0October, 1. Regarding tuberculosis: Ukraine provides medicines only for 88,3% of\u00a0patients with tuberculosis. The key to\u00a0overcoming both epidemics is\u00a0the availability of\u00a0timely and quality treatment for HIV-positive patients and patients with tuberculosis. The basis of\u00a0this treatment is\u00a0the uninterrupted access of\u00a0patients to\u00a0quality essential medicines. In\u00a0Ukraine, the State is\u00a0fully responsible for providing patients with drugs, as\u00a0the Constitution guarantees the right of\u00a0every citizen to\u00a0free treatment.<br \/>\nIn\u00a0the state budget for 2013 more than USD 10\u00a0billion are allocated to\u00a0health.\u00a0254 and 158 million of\u00a0them stand for procurement of\u00a0medicines from AIDS and tuberculosis respectively. While this amount is\u00a0insufficient to\u00a0provide treatment for all HIV-positive and TB-patients, the Ministry of\u00a0Health, instead of\u00a0using these funds as\u00a0efficiently as\u00a0possible, steals part of\u00a0the costs.<br \/>\nHIV spreadg in\u00a0Ukraine is\u00a0one of\u00a0the highest in\u00a0Europe and is\u00a0variously estimated at\u00a00,6-1\u00a0% of\u00a0the population. Concerning the spread of\u00a0tuberculosis Ukraine is\u00a0the second largest in\u00a0Europe after Russia .<br \/>\nOfficial statistics show that as\u00a0of\u00a0the 2012-2013 in\u00a0Ukraine there are 219\u00a0862 people living with HIV and another 61\u00a0749\u00a0TB patients, which together is\u00a0equal to\u00a0the population of\u00a0the regional centers of\u00a0the country such as\u00a0Zhytomyr, Ivano-Frankivsk and Poltava.<\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>Today Mrs. Raisa Bohatyryova, the Healthcare Minister of\u00a0Ukraine, received a\u00a0symbolic reward from patients, as\u00a0this year her Ministry \u2018earned\u2019 less during tenders on\u00a0the procurement of\u00a0drugs for PLHIV, compared to\u00a0the previous year.
