Today, for the first time in\u00a0the history of\u00a0Ukraine the Cabinet of\u00a0Ministers signed the State Program on\u00a0combating Hepatitis in\u00a0Ukraine and the relevant allocation of\u00a0funds. According to\u00a0this document the Government will allocate approximately Euro 3\u00a0mln this year for treatment of\u00a0people with Hepatitis in\u00a0Ukraine. Most of\u00a0these funds will be\u00a0used for the purchase of\u00a0medicines for people with urgent medical needs.<\/p>\n
\u00abThe patients have won. This is\u00a0a\u00a0precedent for Ukraine,\u00bb<\/em>\u00a0\u2014 says Dmytro Sherembey<\/strong>, the head of\u00a0the patient organization UCAB<\/strong>. \u2014\u00a0\u00abAfter all, previously the very fact of\u00a0the hepatitis epidemic in\u00a0Ukraine was itself hidden. For its entire history not a\u00a0single penny has been allocated for the treatment of\u00a0people who had been dying from the disease. Now we\u00a0will do\u00a0our best to\u00a0ensure the transparent use of\u00a0funds and access to\u00a0treatment for those for whom it\u00a0is\u00a0vitally important,\u00bb<\/em>\u00a0\u2014 adds Dmytro<\/strong>.<\/p>\n As\u00a0the Vice-prime-minister of\u00a0Ukraine Konstantin Gryshenko stated in\u00a0his Twitter<\/a> account: \u00abFor the first time the costs will be\u00a0allocated for the appropriate measures (The State program on\u00a0combating Hepatitis (author\u2019s note). Glad that the document we\u00a0promoted and worked over so\u00a0hard is\u00a0signed. Separate thanks to\u00a0the NGOs for support of\u00a0our efforts and persistence. It\u2019s a\u00a0great result and the experience of\u00a0cooperation between authorities and society\u00bb<\/em>,\u00a0\u2014 added the Vice-prime-minister in\u00a0his Twitter account.<\/p>\n It\u00a0should be\u00a0noted that now the State Expert Center of\u00a0Ukraine on\u00a0behalf of\u00a0the Ministry of\u00a0Health is\u00a0developing medical standards for the treatment of\u00a0Hepatitis C\u00a0\u2014 the documents by\u00a0which the doctors will have to\u00a0treat patients. The procedures and treatment regimens depend on\u00a0these documents, and thus their approval as\u00a0soon as\u00a0possible is\u00a0critical.<\/p>\n \u00abWe\u00a0encourage Ukrainians, who urgently need treatment and were deprived of\u00a0treatment because of\u00a0the absence of\u00a0the medicines in\u00a0clinics\u00a0\u2014 to\u00a0approach their doctors, requesting medicines, funds for which had been allocated by\u00a0the State\u00bb,<\/em>\u00a0\u2014 adds Olga Stefanyshina<\/strong>, the Executive Director of\u00a0the patients organization UCAB<\/strong>.<\/p>\n As\u00a0is\u00a0well known, on\u00a0December\u00a028, 2012 President of\u00a0Ukraine Viktor Yanukovich issued an\u00a0Order<\/a> to\u00a0the Cabinet of\u00a0Ministers and personally instructed Prime Minister of\u00a0Ukraine Mykola Azarov to\u00a0provide additional funds for the treatment of\u00a0terminally ill Ukrainians. Patient and public organizations, for their part, have tried in\u00a0any way during the last year to\u00a0attract the attention of\u00a0the President, the People\u2019s Deputies, the Government and the public to\u00a0this need<\/a>, because until the middle of\u00a0April there was no\u00a0mention of\u00a0financing for patients in\u00a0previous documents of\u00a0the Cabinet. Let\u00a0us remember that just after the patient action \u00abCondemned\u00bb<\/a>, which took place near the walls of\u00a0the Cabinet in\u00a0April, the Prime Minister Mykola Azarov issued an\u00a0Order<\/a> to\u00a0Yuri Kolobov and Raisa Bohatyryeva during the preparation of\u00a0amendments to\u00a0the Law of\u00a0Ukraine \u00abOn\u00a0the State Budget of\u00a0Ukraine for 2013.\u00bb The instruction was to\u00a0provide for the costs necessary for the purchase of\u00a0medicines and medical devices for the treatment of\u00a0HIV\/AIDS and tuberculosis, and to\u00a0submit for the consideration of\u00a0the government a\u00a0state program for the treatment and diagnosis of\u00a0viral hepatitis in\u00a0the period up\u00a0to\u00a02016.<\/p>\n It\u00a0should be\u00a0noted that today the average course of\u00a0treatment for hepatitis\u00a0C in\u00a0Ukraine costs almost Euro 10\u00a0000, making treatment almost inaccessible for Ukrainians. As\u00a0a\u00a0result of\u00a0the adoption of\u00a0the state program and bulk purchases of\u00a0drugs, it\u00a0is\u00a0possible to\u00a0achieve lower prices and a\u00a0greater availability of\u00a0drugs for those patients who need them. For example, thanks to\u00a0governmental agreements with pharmaceutical companies, the treatment of\u00a0hepatitis\u00a0C in\u00a0Egypt costs up\u00a0to\u00a02,000 U.S. dollars, that\u00a0is, ten times cheaper than in\u00a0Ukraine.<\/p>\n \u00abTen years ago\u00a0we, the activists, were able to\u00a0initiate the large-scale introduction of\u00a0ARV treatment. During this time, thanks to\u00a0the efforts of\u00a0activists, the number of\u00a0people receiving treatment increased by\u00a0160\u00a0times. \nHepatitis C\u00a0is the most common epidemic in\u00a0Ukraine. Approximately\u00a03.5 million Ukrainians are affected by\u00a0viral hepatitis. The disease is\u00a0dangerous because one can get infected in\u00a0the hospital when handling blood, at\u00a0the dentist and even at\u00a0a\u00a0nail salon. Treatment is\u00a0inaccessible for most Ukrainians because of\u00a0the high cost. One course of\u00a0treatment is\u00a0around 15\u00a0thousand dollars per year.
