Instead, we\u00a0received an\u00a0letter, signed by\u00a0the acting chief physician of\u00a0the Kiev Regional AIDS Center I.V.Ocheretyany. He\u00a0demands payment for the information that, according to\u00a0the Law of\u00a0Ukraine \u00abOn\u00a0Access to\u00a0Public Information\u00bb, a\u00a0governmental agency should provide for free. This is\u00a0absurd, because he\u00a0understands that in\u00a0addition to\u00a0violating the Law of\u00a0Ukraine, he\u00a0commits a\u00a0crime against his own patients. Our project is\u00a0designed to\u00a0provide free assistance for these people, the number of\u00a0which we\u00a0asked for\u00bb.<\/em><\/p>\nThe fact is\u00a0that in\u00a0April 2013\u00a0AHF (AIDS Healthcare Foundation\u00a0\u2014 Anti-AIDS Foundation of\u00a0USA Mission) within the framework of\u00a0the project PEREBOI.NET.UA submitted a\u00a0request to\u00a0the Centre on\u00a0the number of\u00a0patients registered in\u00a0the institution. As\u00a0a\u00a0result, they received an\u00a0official letter signed by\u00a0the acting chief physician of\u00a0the Regional AIDS Centre I.V.Ocheretyany who stated: \u2018that definite information will be\u00a0provided by\u00a0us only in\u00a0case of\u00a0material reward\u2019.<\/p>\n

So\u00a0the patients\u2019 answer to\u00a0such unprecedented extortion from international patient organization is\u00a0this \u00abpopular\u00bb symbol\u2019,<\/em> \u2014 claims Dmytro Sherembey<\/strong>, the Head of\u00a0patients\u2019 organization UCAB<\/strong>,\u00a0\u2014 If\u00a0this AIDS center demands a\u00a0bribe for an\u00a0average information, we\u00a0can only imagine what they demand from patients to\u00a0get services there. We\u00a0bring this symbol to\u00a0show the public officials who often demand bribes from Ukrainians, what respond on\u00a0any such actions they will now receive from patients.\u00bb<\/em><\/p>\nThere is\u00a0actually a\u00a0very ambiguous situation around the Kyiv Regional Center for Prevention and Control of\u00a0HIV\/AIDS. In\u00a0this center many patients are waiting for treatment, although the Ministry of\u00a0Health emphasized repeatedly that antiretroviral therapy is\u00a0available for all people living with HIV in\u00a0Ukraine.<\/p>\n
\u00abI\u2019ve been waiting over six months in\u00a0line for treatment, because these medicines cannot be\u00a0bought in\u00a0an\u00a0ordinary pharmacy.<\/em> \u2014\u00a0tells Igor<\/strong>, 31, living with HIV,\u00a0\u2014 I\u00a0was promised that they will take me\u00a0to\u00a0the antiretroviral drugs therapy that will allow me\u00a0to\u00a0live a\u00a0normal life. But then they began to\u00a0lie, that for medical reasons\u00a0I still do\u00a0not need treatment. Now I\u00a0have 315\u00a0CD4\u00a0cells, while treatment should begin immediately at\u00a0350. This is\u00a0torture\u00a0\u2014 to\u00a0force\u00a0us to\u00a0stand, dying, in\u00a0a\u00a0live line. To\u00a0wait for someone else\u2019s death in\u00a0order to\u00a0get his medication.\u00bb<\/em><\/p>\nPatients complain on\u00a0the Kyiv Regional Center for Prevention and Control of\u00a0HIV\/AID: lack of\u00a0antiretroviral drugs, the problem with diagnostics, low coverage of\u00a0clinical records, long queues.<\/p>\n
Ukraine is\u00a0one of\u00a0the world\u2019s leaders in\u00a0terms of\u00a0AIDS epidemic spread. Last year for the first time there was a\u00a0downward trend in\u00a0the incidence of\u00a0HIV infection due to\u00a0increasing funding for treatment and its extennsion for HIV-positive people. If\u00a0the treatment program is\u00a0cut back, as\u00a0it\u2019s currently planned by\u00a0the Cabinet of\u00a0Ministers of\u00a0Ukraine despite the \u041erder of\u00a0the President\u00a0\u2014 the number of\u00a0infections will grow up\u00a0again. All the efforts of\u00a0the government and NGOs to\u00a0stop the epidemic would be\u00a0futile.<\/p>\n
