Today, 100 Ukrainians with cotton sacks on\u00a0their heads, as\u00a0if\u00a0condemned to\u00a0death, lined into a\u00a0living wall in\u00a0front of\u00a0the Cabinet, accompanied by\u00a0beating of\u00a0drums. All of\u00a0them are patients with terminal illness\u00a0\u2014 namely, hepatitis, tuberculosis, AIDS, and activists. Protesters wanted to\u00a0show with this action that 44\u00a0000 Ukrainians are sentenced to\u00a0death this year, because funds for life-saving treatment haven\u2019t been allocated yet. <\/p>\n
The fact is\u00a0that on\u00a0March, 27, the Budget Committee of\u00a0the Verkhovna Rada of\u00a0Ukraine upon the recommendation of\u00a0the Cabinet of\u00a0Ministers of\u00a0Ukraine voted amendments to\u00a0the State Budget of\u00a0Ukraine-2013. The document submitted by\u00a0the Cabinet of\u00a0Ministers and adopted by\u00a0the Committee ignored the Order of\u00a0the President of\u00a0Ukraine on\u00a0the full funding of\u00a0treatment for Ukrainians suffering from deadly diseases such as\u00a0hepatitis, tuberculosis and AIDS. To\u00a0achieve this goal it\u00a0was necessary to\u00a0allocate additional UAH 607 million from the state budget after its revision:<\/p>\n
\u00abThe Order of\u00a0President should be\u00a0performed and the funds must be\u00a0allocated for treatment. Otherwise, 44,000 Ukrainians will die this year.<\/em> \u2014\u00a0says Dmitry Sherembey<\/strong>, Head of\u00a0Patient Organization UCAB<\/strong>. \u2014\u00a0We\u00a0hope that the Cabinet of\u00a0Ministers, within a\u00a0period specified by\u00a0law, reallocates budget for terminally-ill people. It\u2019s urgent to\u00a0purchase medicines and forward them to\u00a0the hospitals as\u00a0soon as\u00a0possible. This especially applies to\u00a0the treatment of\u00a0hepatitis C\u00bb.<\/em><\/p>\n It\u00a0should be\u00a0noted that according to\u00a0the Order of\u00a0the President, the Cabinet should solve the problem of\u00a0financing medicines for hepatitis, AIDS and tuberculosis by\u00a0May, 15. Therefore, patients, their relatives and activists who came to\u00a0support them, hope that the Cabinet will submit to\u00a0Parliament a\u00a0bill amending the Budget-2013 for additional expenditures of\u00a0UAH 607 million for the purchase of\u00a0drugs for terminally-sick.<\/p>\n \u00abI\u00a0came here so\u00a0that people who decide should\u00a0I live or\u00a0I die could look at\u00a0me\u00a0and the other people they left no\u00a0chance for life<\/em>\u00a0\u2014 says Olena<\/strong>, a\u00a0patient with hepatitis C. \u2014\u00a0This is\u00a0my\u00a0last hope to\u00a0reach those who decide my\u00a0fate.\u00bb<\/em><\/p>\n We\u00a0would like to\u00a0emphasize that the Ministry of\u00a0Health has submitted a\u00a0request to\u00a0the Cabinet on\u00a0the allocation of\u00a0funds for the treatment of\u00a02000 patients with hepatitis\u00a0C, who will inevitably die this year due to\u00a0the absence of\u00a0treatment.<\/p>\n It\u00a0should be\u00a0noted that immediately after the announcement of\u00a0the action, NGO representatives were invited for the negotiations to\u00a0the Cabinet of\u00a0Ministers of\u00a0Ukraine. On\u00a0the government portal appeared the information on\u00a0the order of\u00a0Prime Minister of\u00a0Ukraine Mykola Azarov to\u00a0the Ministries of\u00a0finance and health care to\u00a0provide allocations for the treatment of\u00a0HIV\u00a0\/ AIDS, tuberculosis and hepatitis during the preparation of\u00a0amendments to\u00a0the Law of\u00a0Ukraine \u00abOn\u00a0State Budget of\u00a0Ukraine for 2013\u00a0year\u00bb. A\u00a0copy of\u00a0this order was given to\u00a0protesters during the action by\u00a0O.Kachur, the first Deputy Minister of\u00a0Health. Daily HIV infection affects 58\u00a0Ukrainians. In\u00a02012 nearly four thousand people died of\u00a0AIDS in\u00a0Ukraine.<\/p>\n 449,201 Ukrainians are infected with active tuberculosis.\u00a012,000 die each year from this disease. Every day tuberculosis affects 102 people in\u00a0Ukraine. \nAccording to\u00a0statistics, in\u00a0Ukraine almost 4\u00a0million 184 thousand Ukrainians are infected with hepatitis, tuberculosis and HIV.
\nHepatitis C\u00a0is the most common epidemic in\u00a0Ukraine. Approximately\u00a03.5 million Ukrainians suffer from viral hepatitis. The disease is\u00a0dangerous because it\u00a0can be\u00a0transmitted in\u00a0a\u00a0hospital during the manipulation with blood, at\u00a0the dentist\u2019s and even in\u00a0the nail salon. Treatment is\u00a0unavailable for most Ukrainians because of\u00a0the high cost. One treatment course costs USD 18-20\u00a0000 per year. Adult treatment for hepatitis\u00a0C have never been purchased on\u00a0state funds. Moreover, it\u00a0is\u00a0the only epidemic in\u00a0Ukraine, which is\u00a0completely ignored by\u00a0the State: there is\u00a0neither national program nor even treatment protocols.<\/p>\n
\nEach day 209 persons die from the three epidemics in\u00a0Ukraine.<\/p>\n
