On\u00a0March\u00a01, 2013 the Law of\u00a0Ukraine on\u00a0drugs import licensing \u2116\u00a05038-VI comes into force, which will paralyze the importation of\u00a0foreign drugs to\u00a0Ukraine. According to\u00a0the Law, starting from spring all foreign drugs should have Ukrainian license to\u00a0be\u00a0brought on\u00a0the territory of\u00a0Ukraine. Additional quality certificate from the Ukrainian laboratories will be\u00a0required, which will cost nearly 30\u00a0000\u00a0UAH for each series.<\/p>\n
\u00abNow the Government has meetings on\u00a0Saturdays and discussions how to\u00a0impose this law on\u00a0the Ukrainian people. And at\u00a0the same time, people are dying due to\u00a0lack of\u00a0medicines in\u00a0their homes\u00a0\u2014 because officials did not provide these medicines for them<\/em>,\u00a0\u2014 says Dmytro Sherembey<\/strong>, Chair of\u00a0Patient Organization UCAB<\/strong>. \u2014\u00a0Stop imitating your caring for people. If\u00a0Mr. Azarov really wished to\u00a0help patients, he\u00a0would never have approved castrated Budget-2013, which has treatment gap for 5\u00a0million terminally-ill Ukrainians\u00bb.<\/em><\/p>\n As\u00a0a\u00a0result of\u00a0this law, antibiotics for children, drugs for the elderly: hypertension, cardiac, and the worst\u00a0\u2014 the life-saving drugs for terminally ill Ukrainians: oncology, hemophilia and AIDS will disappear from pharmacies and hospital shelves starting from March. All Ukrainians who have fatal diseases will be\u00a0condemned to\u00a0death. Those drugs that remain on\u00a0the market, will be\u00a0twice more expensive.<\/p>\n \u00abThere are 650 seriously ill kids at\u00a0\u201eOKHMATDYT\u201c Hospital now, most of\u00a0them take imported drugs. For example, 90% of\u00a0imported drugs for kids with cancer don\u2019t have local generics.<\/em> \u2014\u00a0says Hanna Hopko<\/strong>, the member of\u00a0the Board of\u00a0Trustees in\u00a0\u201eOHMADYT\u201c<\/strong> Hospital. \u2014\u00a0The authors of\u00a0this lobbying Law didn\u2019t tell\u00a0us how those drugs will be\u00a0substituted. Neither they inform, who will compensate the price difference, when this Law steps into force. That\u2019s why the majority of\u00a0problems will be\u00a0put on\u00a0patients\u2019 families and philanthropists\u00bb.<\/em><\/p>\n Foreign drugs constitute the vast majority of\u00a0treatment for serious illnesses in\u00a0Ukraine: 100% for diabetes in\u00a0children and pregnant women, 97%\u00a0\u2014 kids\u2019 oncology and oncohematology, 80%\u00a0\u2014 adult oncology and oncohematology; pulmonology\u00a0\u2014 100% anesthesia\u00a0\u2014 98%; HIV\/AIDS, tuberculosis, hepatitis\u00a0\u2014 97%.<\/p>\n Everyone from Ukrainian TV\u00a0stars to\u00a0housewives stretched in\u00a0the line for drugs for several hundred meters along Shovkovychna Street: \u00abI\u00a0have 2\u00a0kids, for whom several times a\u00a0year\u00a0I buy drugs for indigestion, dysbiosis, antibiotics sometimes<\/em>\u2014 says Olga<\/strong>, the mother of\u00a02\u00a0small children, standing in\u00a0line with her. \u2014\u00a0Together with my\u00a0husband we\u00a0have counted that on\u00a0average treatment for cold, which often affects children, we\u00a0spend about 1\u00a0000\u00a0UAH. Thus, we\u00a0decided to\u00a0stock up\u00a0with various drugs from throat and antibiotics, because if\u00a0they disappear, we\u00a0will be\u00a0made to\u00a0buy Ukrainian pills for our children intended for adults, and split them into 5\u00a0pieces to\u00a0calculate the dose, as\u00a0Ukraine is\u00a0no\u00a0Ukrainian production of\u00a0antibiotics\u00bb.<\/em><\/p>\n \u00abThis law is\u00a0a\u00a0primitive scheme of\u00a0monopolizing Ukrainian pharmaceutical market with the sole purpose\u00a0\u2014 to\u00a0gain profit at\u00a0the expense of\u00a0Ukrainian patients.<\/em> \u2014\u00a0Says Vitaliy Shabunin<\/strong>, the Chair of\u00a0\u201eAnti\u0441orruption Action Center\u201c NGO<\/strong>. \u2014\u00a0Arguments about improving the quality control of\u00a0drugs are false: according to\u00a0the existing regulations, the same drug passes already quality control three times in\u00a0Ukraine.\u00bb<\/em><\/p>\n The Verkhovna Rada has registered the Law number 2196\u00a0on the abolition of\u00a0this Law, as\u00a0there is\u00a0no\u00a0another legal way to\u00a0cancel\u00a0it.<\/p>\n \u00abThe Laws for the patients should be\u00a0drafted together with the patients<\/em>. \u2014\u00a0says Volodymyr Zhovtyak<\/strong>, the Head of\u00a0the All-Ukrainian Network of\u00a0PLWH<\/strong>. \u2014\u00a0We\u00a0demand on\u00a0its abolishment and drafting the new one, where both the interests of\u00a0the State and the patients will be\u00a0taken into account\u00bb.<\/em> The All-Ukrainian action \u00abLining up\u00a0for life\u00bb was supported by\u00a0the patients and activists in\u00a010\u00a0cities of\u00a0Ukraine.<\/p>\n","protected":false},"excerpt":{"rendered":" On\u00a0March\u00a01, 2013 the Law of\u00a0Ukraine on\u00a0drugs import licensing \u2116\u00a05038-VI comes into force, which will paralyze the importation of\u00a0foreign drugs to\u00a0Ukraine. \nIn\u00a0addition, the patients and NGOs appealed to\u00a0the President of\u00a0Ukraine Viktor Yanukovych calling him for solving this problem, as\u00a0he\u00a0is\u00a0the one who can prevent medical disaster in\u00a0Ukraine. Publicappeal, signed by\u00a0a\u00a0couple of\u00a0thousands Ukrainian activists was transferred to\u00a0the Presidential Administration just after the action.<\/p>\n
