Today, as\u00a0a\u00a0result of\u00a0the round table \u00abTransparency of\u00a0governmental procurements 2013\u00bb, Ministry of\u00a0Health and NGOs have signed a\u00a0resolution that strengthened the timing of\u00a0tenders in\u00a0Ukraine, as\u00a0well as\u00a0their transparency. Now tenders for drugs procurements for patients with terminal diseases will be\u00a0announced no\u00a0later than February 28th of\u00a0the current year, and civic activists and patients will have access to\u00a0all stages of\u00a0the tender process.<\/p>\n
\u00abWe\u00a0understand that timely procurement of\u00a0medicines is\u00a0a\u00a0critical moment for patients with terminal diseases such\u00a0as, AIDS or\u00a0cancer\u00a0<\/em>\u2014 says Dmitry Pidturkin, Advisor to\u00a0the Minister of\u00a0Health.<\/strong> \u2014\u00a0MOH has already started the process of\u00a0tendering procurement of\u00a0drugs and plans to\u00a0hold tenders in\u00a0the first quarter of\u00a02013. We\u00a0will do\u00a0our best to\u00a0make the bidding process in\u00a0our Ministry transparent to\u00a0the public and convenient for the patients.\u00bb<\/em><\/p>\n The round table was initiated by\u00a0civil society organizations, representatives of\u00a0non-governmental organizations that deal with access to\u00a0the treatment of\u00a0children with cancer, patients with AIDS, tuberculosis, cancer, hepatitis and hemophilia.<\/p>\n Only last year, the state spent about 839 million hryvnia on\u00a0the purchase of\u00a0drugs for these patients. Thanks to\u00a0the coordinating efforts of\u00a0the public and the Ministry of\u00a0Health it\u00a0became possible to\u00a0attract additional drugs to\u00a0treat 1800 Ukrainian patients living with HIV.<\/p>\n According to\u00a0Dmitry Sherembey, the head of\u00a0UCAB<\/strong>, patient organization that fights for the rights of\u00a0terminally-sick Ukrainians, such an\u00a0agreement with the Ministry of\u00a0Health is\u00a0a\u00a0huge step towards access to\u00a0treatment for patients whose life depends on\u00a0the time of\u00a0purchased drugs. \u00abEarlier no\u00a0law regulated the deadline of\u00a0tender announcement, which led to\u00a0delays in\u00a0procedures, procurement of\u00a0drugs was completed only in\u00a0the middle of\u00a0the year, and the patient received life-saving treatment only at\u00a0the end of\u00a0the year.
