They wrote about it\u00a0in\u00a0their first joint appeal to\u00a0Raisa Bogatyryova, Minister of\u00a0Health.<\/p>\n<p>When comparing the prices at\u00a0which NGOs and MOH procured medications it\u00a0turned out that the Ministry is\u00a0going to\u00a0purchase them at\u00a0a\u00a0much higher price, and make additional 37\u00a0mln Hryvnas. For some line items the prices are more than 3-fold higher. For example, Efavirenz 600\u00a0mg #30 was purchased by\u00a0UCO All-Ukrainian Network of\u00a0People Living with HIV\u00a0at the price of\u00a01.3\u00a0UAH per package while MOH procured it\u00a0for almost 4\u00a0UAH. Procurement of\u00a0this only medication could lead to\u00a0wasting of\u00a0about 19\u00a0mln UAH from the state budget.<\/p>\n<p><em> \u00abWe\u00a0are appalled by\u00a0such cynical ripping off and depriving of\u00a0people whose lives depend on\u00a0these medications\u00bb<\/em>, says <strong>Dmitro Sherembey, Head of\u00a0CF\u00a0Ukrainian Community Advisory Board<\/strong>, an\u00a0organization advocating for patients with life-threatening diseases of\u00a0HIV, TV\u00a0and Hepatitis. \u2014\u00a0<em>For this amount of\u00a0money 20, 000 additional Ukrainians with HIV could receive treatment, which is\u00a0half of\u00a0all people who are in\u00a0need of\u00a0this vital therapy.&#8221;<\/em><\/p>\n<p>The agreement between the vendors and the MOH has to\u00a0be\u00a0signed on\u00a0August 9-11, regardless of\u00a0the fact that the medications were supposed to\u00a0be\u00a0delivered to\u00a0the hospitals by\u00a0August 1\u00a0according to\u00a0promises made by\u00a0MOH representatives back in\u00a0April, when NGOs were indignant because the bidding process was delayed.<\/p>\n<p>As\u00a0long as\u00a0the final agreement between the MOH and vendors has not been signed yet NGOs appealed to\u00a0Mrs. Raisa Bogatyryova, Minister of\u00a0Health Ukraine, with an\u00a0open letter calling for the review of\u00a0the bidding prices and asking to\u00a0make procurements at\u00a0average market prices.<\/p>\n<p>On\u00a0July\u00a027, 2012\u00a0as a\u00a0response to\u00a0the article \u00abBogatyryova\u2019s Choice: to\u00a0kill impossible to\u00a0steal\u00bb at\u00a0\u00abNashi Hroshi\u00bb web resource the MOH Ukraine has published their explanation regarding<a href=\"http:\/\/www.moz.gov.ua\/ua\/portal\/pre_20120727_4.html\"> the procurement of\u00a0ARVs for people with HIV\/AIDS.<\/a><\/p>\n<p>Unfortunately, there was no\u00a0information presented with regards to\u00a0the cause of\u00a0overexpenditure of\u00a0state funds for the following medications: Zidovudine (AZT) 300\u00a0mg + Lamivudine (3TC) 150\u00a0mg #60, Efavirenz 200\u00a0mg #90, Efavirenz 600\u00a0mg #30, Lamivudine (3TC) 150\u00a0mg #60, Tenofovir (TDF) 300\u00a0mg #30, Tenofovir 300\u00a0mg + Emtrycitabine 200\u00a0mg #30, Nevirapine (NVP) 200\u00a0mg #60.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Public opinion leaders call for MOH reviewing results of\u00a0the bid to\u00a0procure medications to\u00a0treat people living with HIV\/AIDS!
