\"\u0412\u0435\u0440\u0445\u043e\u0432\u043d\u0430Today, in\u00a0the framework of \u2018Deputy-altruist\u2019 campaign, the activists gathered nearby the Verkhovna Rada have proposed to\u00a0give away 1\u00a0billion hryvnias, or\u00a0the third part of\u00a0the sum annually assigned for sanatorium-and-spa treatment of\u00a0state officials, to\u00a0fatally diseased Ukrainians. A\u00a0person worn business suit of\u00a0an\u00a0official tried to\u00a0protect the billions of\u00a0artificial hryvnias from fatally diseased patients by\u00a0trundling them on\u00a0a\u00a0handcart in\u00a0front of\u00a0the Rada.<\/p>\n

\u00abStop hurling around empty promises about refusing from your deputy privileges\u00bb<\/em>, asserts Dmytro Sherembey, an\u00a0HIV\u00a0positive, the Head of\u00a0the Ukrainian Community Advisory Board.<\/strong> \u00abToday we\u00a0have passed to\u00a0deputies letters from our patients saying to\u00a0publicly refuse from one third of\u00a0medical expenses assigned for them and officially affix their signatures under such refusal. Then the Ministry of\u00a0Finance will have chance to\u00a0assign this money in\u00a0next year budget for treatment of\u00a0hepatitis, tuberculosis and AIDS and therefore stop these epidemics in\u00a0Ukraine. Such altruistic act can reveal to\u00a0the best way those of\u00a0people\u2019s elected representatives who cares about the destiny of\u00a0people in\u00a0need for the help and make a\u00a0choice between the sanatorium vacation for officials and life of\u00a0thousands of\u00a0diseased Ukrainians\u00bb.<\/em><\/p>\n

Based on\u00a0the State Budget 2012, UAH 2.6 billions have been assigned for treatment and sanatorium-and-spa recreation of\u00a0departments of\u00a0the Verkhovna Rada, the Cabinet, the President\u2019s Administration, the Ministry of\u00a0Internal Affairs, and the Ministry of\u00a0Defense.
\nApproximately the same sum of\u00a0money is\u00a0received by\u00a0the Ministry of\u00a0Healthcare for the rest of\u00a0other Ukrainians all over the general state medical establishments (hospitals, polyclinics, medical centers, and first-aid stations)\u00a0\u2014 UAH 2.8\u00a0billions.<\/p>\n

These are the people\u2019s deputies who are authorized to\u00a0cut costs for medical services and sanatorium-and-spa treatment of\u00a0the state machinery in\u00a0our country.<\/p>\n

The walls of\u00a0Verkhovna Rada have also been combated by\u00a0the patients\u2019 relatives and people who lost their natives due to\u00a0lack of\u00a0finance of\u00a0medical establishments. \u00abMy\u00a0son Oleksandr was 38\u00a0years old when he\u00a0was diagnosed pneumonia. It\u2019s probably been a\u00a0cold caught at\u00a0work\u00bb<\/em>, told\u00a0us a\u00a0mother of\u00a0the deceased Oleksandr<\/strong>. It\u00a0turned out further that he\u00a0had tuberculosis. And that was\u00a0it. It\u00a0was his death sentence. He\u00a0was sent to\u00a0Mostysche, which is\u00a0called a\u00a0deadly place. Now I\u00a0understand why. I\u00a0sold one room in\u00a0my\u00a0apartment in\u00a0order to\u00a0save my\u00a0poor son who was assigned by\u00a0the government only UAH 3.5 per day. Doctor visited him once a\u00a0week… But I\u00a0failed\u00a0to. I\u00a0did not make in\u00a0time. I\u00a0was run out of\u00a0funds. And now my\u00a0son is\u00a0no\u00a0longer here. However, I\u00a0have come here today to\u00a0help other mothers, wives, children save their moms, husbands only because the government does not care, since officials neither see, nor hear this out of\u00a0their palaces\u00bb.<\/em><\/p>\n

\u00abHow many electors have you killed?\u00bb, I\u00a0put this question to\u00a0every people\u2019s deputy. \u00abThere are UAH 2.6 billion on\u00a0the scales, which are spent today from the state budget for VIP medical services for the rulers and the life of\u00a0over 4\u00a0million Ukrainians diseased with AIDS, tuberculosis and hepatitis who are still waiting for financing. Even a\u00a0partial refusal from the privileges can save the life of\u00a0fatally diseased Ukrainians, you decide!\u00bb<\/em>, Director of\u00a0International HIV\/AIDS Alliance in\u00a0Ukraine Andriy Klepikov<\/strong> appeals to\u00a0people\u2019s deputies.<\/p>\n

\u00abNot a\u00a0penny has ever been spent from the budget over the entire history of\u00a0Ukraine for treatment of\u00a0hepatitis that have affected today 3.5 million Ukrainians. People who should have been provided free medical services by\u00a0the government under the Constitution were left to\u00a0die. I\u00a0hope that owing to\u00a0this campaign we\u00a0will manage to\u00a0open the eyes of\u00a0state officials to\u00a0the issue of\u00a0financing in\u00a0Ukraine and first of\u00a0all for the treatment of\u00a0such patients\u00bb<\/em>, states the Head of\u00a0the All-Ukrainian Association \u00abStop Hepatitis\u00bb Olga Gavrilova.<\/strong><\/p>\n

The activists handed over books for collection the signatures to\u00a0the heads of\u00a0parliamentary factions. Signatures of\u00a0the deputies will certify their readiness to\u00a0vote for the State Budget 2013, which would contain a\u00a0billion of\u00a0hryvnias for overcoming three epidemics.<\/p>\n

\u00abIt\u00a0may be\u00a0said without exaggeration that epidemics of\u00a0HIV\/AIDS, tuberculosis and viral hepatitis is\u00a0a\u00a0kind of\u00a0a\u00a0test for our society. This is\u00a0a\u00a0test for the government in\u00a0terms of\u00a0its ability to\u00a0get mobilized together with public and international organizations for the suspension of\u00a0epidemics. This is\u00a0a\u00a0very sensitive indicator, which builds up\u00a0the country image. That is\u00a0why taking these three epidemics under control at\u00a0the modern stage of\u00a0development of\u00a0Ukraine is\u00a0extremely important for the future of\u00a0our nation\u00bb<\/em>, says Volodymyr Zhovtyak, the Head of\u00a0the Coordination Council of\u00a0the All-Ukrainian Charity Organization \u00abAll-Ukrainian Network of\u00a0People Living with HIV\u00bb.<\/strong><\/p>\n

\u00abUAH 1\u00a0billion for the liquidation of\u00a0danger of\u00a0three epidemics is\u00a0not an\u00a0issue for the state budget. Even if\u00a0one makes a\u00a0rough calculation of\u00a02.8 billion distributed among the cluster of\u00a0officials, for whom they are assigned, and the budget of\u00a0the Ministry of\u00a0Healthcare of\u00a02.6 billion distributed among all diseased Ukrainians, the difference would be\u00a0tremendous! It\u00a0worth only cutting one third of\u00a0the funds spent for medical servicing of\u00a0the state machinery, which is\u00a0not even perceived by\u00a0the rulers, and the a\u00a0life-saving billion would appear in\u00a0the budget to\u00a0stop the three epidemics, which may distress the nation\u00bb, asserts Andriy Novak, the Head of\u00a0the Economists\u2019 Committee of\u00a0Ukraine, Ph.D in\u00a0economics.<\/p>\n

\n9.5% of\u00a0population is\u00a0infected with HIV, tuberculosis and viral hepatitis. These are 4\u00a0million 184 thousand Ukrainians.
\n234,832 Ukrainians are HIV\u00a0positive. Everyday HIV infection affects 58\u00a0Ukrainians.
\n449,201 Ukrainians are infected and have active tuberculosis.\u00a012,000 annually die from this disease. Everyday tuberculosis affects 102 people in\u00a0Ukraine.
\n3,500,000 Ukrainians are infected with hepatitis.
\nOver the 20\u00a0years Ukraine has already lost 369,780 thousand citizens because of\u00a0these epidemics.
\nIf\u00a0families and relatives of\u00a0diseased people are taken into consideration, the figure of\u00a0those affected by\u00a0epidemics will reach approximately 12,150,000 comprising\u00a036% of\u00a0the population of\u00a0Ukraine.[\/dt_quote]<\/p>\n
