By\u00a0this act they demanded that the state drug procurement tenders be\u00a0announced timely. Patients are resentful that the new Ministry leaders might trigger a\u00a0backflash just like their predecessors who delayed tenders for drug procurements, and ultimately the ones who\u2019d suffer would be\u00a0patients&#8230;<!--more--><\/p>\n<p>The rake has two dates inscribed on\u00a0it: <strong>April 20\u00a0\u2014 deadline for tender announcement, and August 31\u00a0\u2014 the day when all drugs have to\u00a0reach health care facilities<\/strong>. These dates are also indicated in\u00a0the appeal that was passed to\u00a0Raisa Bohatyriova, Minister of\u00a0Health Ukraine, along with the rake in\u00a0order to\u00a0prevent the disaster able of\u00a0taking thousands of\u00a0lives and making tens of\u00a0thousands Ukrainians handicapped. <em>\u00abThis is\u00a0the first time that\u00a0we, patients with HIV\/AIDS, TB, cancer and hemophilia got together so\u00a0that the Ministry of\u00a0Health could hear\u00a0us and timely purchase the drugs that our lives depend\u00a0on\u00bb<\/em>, says <strong>Dmitro Sherembey, HIV-positive, Head of\u00a0Ukrainian Community Advisory Board advocating for treatment<\/strong>. <em>\u00abPrevious mistakes shouldn\u2019t be\u00a0repeated not to\u00a0cause a\u00a0backflash killing Ukrainians\u00bb.<\/em><\/p>\n<p>Today, 1.5 million of\u00a0Ukrainians live with life-threatening diseases; over 10\u00a0thousands of\u00a0them are children. They are primarily cancer patients, people with AIDS, TB\u00a0and hemophiliacs, in\u00a0other words those are people whose lives rely on\u00a0drugs and their timely administration. In\u00a0Ukraine, 184\u00a0000 of\u00a0Ukrainians live with HIV and hemophilia, 70\u00a0828 have active TB, 378\u00a0383 have\u00a0TB infection and thus have a\u00a0high risk of\u00a0getting the disease. 960\u00a0000 of\u00a0Ukrainians have different cancers. All of\u00a0them are waiting for the life-saving drugs that have to\u00a0be\u00a0purchased for state budget funds.<\/p>\n<p>It\u00a0became a\u00a0routine procedure to\u00a0announce drug purchase tenders in\u00a0May, with the results getting public in\u00a0December; accordingly, the drugs start reaching patients only in\u00a0January of\u00a0February next year, which is\u00a012-13 months later. A\u00a0lot of\u00a0patients simply do\u00a0not live that long without their drugs. <em>\u00abOfficials tell\u00a0us that drugs are purchased in\u00a0accordance with all the established procedures and according to\u00a0the Law. Those people should look into the eyes of\u00a0a\u00a0sick child with cancer who has only a\u00a0few days to\u00a0live, and try to\u00a0explain it\u00a0to\u00a0her\u00bb<\/em>, says <strong>Tetyana Ukrainets, a\u00a0mother of\u00a0a\u00a0child with cancer.<\/strong><\/p>\n<p><em>\u00abLast time\u00a0I bought my\u00a0drugs from my\u00a0own pocket<\/em>, says <strong>Oleh Guziy, a\u00a0TB patient.<\/strong> <em>\u00abThis year\u00a0I cannot afford this. If\u00a0drugs are unavailable, that would mean treatment discontinuation and a\u00a0risk of\u00a0getting a\u00a0multi-drug-resistant TB, which means a\u00a0TB that would not be\u00a0susceptible to\u00a0drugs. It\u00a0is\u00a0almost impossible to\u00a0treat. I\u00a0do not want to\u00a0die&#8230;\u00bb<\/em><\/p>\n<p><em> \u00abThis situation of\u00a0delaying tenders and appointing a\u00a0new Minister in\u00a0spring, right before the tenders is\u00a0not a\u00a0new one<\/em>, states <strong>Olexandr Shmilo, patient with hemophilia and Head of\u00a0Ukrainian Hemophilia Society.<\/strong> <em>From year to\u00a0year we\u00a0face the problem when due to\u00a0corruption in\u00a0the MOH patients, including, unfortunately, children die or\u00a0become handicapped. Besides timely tendering, we\u00a0demand systemic changes, in\u00a0particular: revising the Law of\u00a0Ukraine \u201eAbout State Purchases\u201c in\u00a0order for purchases of\u00a0drugs and medical items be\u00a0regulated on\u00a0the level of\u00a0legislation. Namely, there must be\u00a0the date of\u00a0annual purchase start stipulated for the mentioned products, because timely supply of\u00a0drugs for hemophiliacs is\u00a0of\u00a0paramount importance for their lives.\u00bb<\/em><\/p>\n<p>The appeal to\u00a0the MOH was signed by\u00a0six public organizations caring for patients living with HIV\/AIDS, TB, cancer and hemophilia:<br \/>\nCF\u00a0Ukrainian Community Advisory Board advocating for treatment, Charitable Foundation for \u00abDevelopment of\u00a0Ukraine\u00bb, All-Ukrainian Network of\u00a0People Living with HIV, Board of\u00a0Guardians of\u00a0the Center of\u00a0Pediatric Cancer Hematology and Bone Marrow Transplantation with the National Pediatric Specialized Hospital OHMATDYT of\u00a0the MOH Ukraine, PO\u00a0\u00abUkrainian Hemophilia Society\u00bb, AUCF \u00abZaporuka\u00bb.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Patients with life-threatening diseases brought their appeal and a\u00a0rake to\u00a0the Ministry of\u00a0Health Ukraine.
