During the meeting of\u00a0UCAB members and state bodies\u2019 representatives for the first time an\u00a0agreement on\u00a0the inclusion of\u00a0patients into the group under the Ministry of\u00a0Health of\u00a0Ukraine (MoH) responsible for the list of\u00a0drugs for procurement was reached. The meeting was held within the training \u00abART procurement in\u00a0Ukraine: state bodies procedures and the Global Fund to\u00a0Fight AIDS, Tuberculosis and Malaria model\u00bb. Furthermore, the participation of\u00a0patient organizations in\u00a0the group of\u00a0monitoring and field-specific support of\u00a0state programs was positively negotiated.<\/p>\n
\u00abIn\u00a0case we\u00a0have a\u00a0vote in\u00a0the group, which identifies the list of\u00a0drugs for procurement, and influence the process of\u00a0its selection\u00a0\u2014 the new era of\u00a0patient-government relations will begin, which will move state procurement process towards international standards, based on\u00a0transparency,<\/em>\u00a0\u2014 says Dmytro Sherembey, UCAB Head.<\/strong> \u2014\u00a0We\u00a0are against decentralization of\u00a0state procurement of\u00a0ARVs next year, as\u00a0this act can put 10-years treatment program under the threat. We\u00a0predict that decentralization will lead to\u00a0multiple treatment interruptions, unlimited corruption options and treatment standards ignorance. By\u00a0patients involvement we\u00a0will make an\u00a0attempt to\u00a0arrange timely procurement and supply management of\u00a0essential medicines in\u00a0order to\u00a0prevent the situation that happened this year\u00a0\u2014 when they start drugs distribution for 2011 in\u00a0November only\u00bb.<\/em><\/p>\n Moreover, MoH representatives\u2019 participation in\u00a0the training gave a\u00a0possibility for patients to\u00a0raise the issue of\u00a0WHO prequalification measure inclusion into procurement concept paper for 2013. \u00abWe\u00a0advocate for WHO prequalification of\u00a0drugs, procured by\u00a0MoH since 2007. Previous MoH management reproached\u00a0us that such measure for state procurement automatically discriminates national manufacturers. But this is\u00a0pure manipulation\u00a0\u2014 WHO prequalification procedure can be\u00a0provided for anyone, as\u00a0this process is\u00a0free of\u00a0charge. After all, present MoH management is\u00a0ready to\u00a0cooperate on\u00a0this issue, and we\u00a0will work together in\u00a0order this measure is\u00a0included into procurement documents for 2013\u00bb<\/em>\u00a0\u2014 claims Konstantin Lezhentsev, UCAB expert.<\/strong><\/p>\n ViiV Healthcare representatives announced about the possibility of\u00a0further price reduction for their products, for Abakavir in\u00a0particular. It\u00a0may happen in\u00a0the coming years, taking into account patent protection status of\u00a0original drugs. Such an\u00a0act will let to\u00a0considerably increase the number of\u00a0patients on\u00a0treatment.<\/p>\n Clinical trials results of\u00a0new ARV drugs and the issues of\u00a0safe Abakavir use were also discussed during the meeting. The patients and the company agreed upon cooperation between UCAB members and ViiV Healthcare representatives in\u00a0order to\u00a0provide access to\u00a0hypersensitivity tests for Ukrainian patients.
