Patients\u2019 and anti-corruption communities demand Government and Volodymyr Groysman not to appoint Natalia Sholoyko as State Secretary for the Ministry of Health due to the conflict of interests and her relevance to the pharmaceutical industry. This is stated in open appeal to the Cabinet of Ministers of Ukraine signed by Charitable Foundation \u201cPatients of Ukraine\u201d, NGO \u201cAnti-Corruption Action Centre\u201d and Transparency International Ukraine. Besides, community calls on to show the scores, which each participant has got, and video interviews of candidates applied for the position of the State Secretary of the Ministry of Health.<\/p>\n

The position of the State Secretary of the Ministry of Health obtained Natalia Sholoyko, Deputy Director for registration and pharmacovigilance of the state enterprise \u201cState Expert Center\u201d and the wife of Alexander Heylomskiy, co-founder of the company \u201cRidan\u201d and Deputy CEO of the state enterprise \u201cIndar\u201d specialized on the production of genetically engineered insulin (according to media information in 2012-2015). \u201cIndar\u201d appeared in SSU (Service of the Security of Ukraine ) criminal proceedings on grand lancery (UAH 500 million). Natalia Sholoyko\u2019s daughter \u2013 Tatiana Heylomska heads the company \u201cMBB Instruments\u201d, which is known for supplying medical equipment to \u201cIndar\u201d at inflated prices. \u00a0Co-founder of this company is Natalia Sholoyko\u2019s fater-in-law \u2013 Borys Heylomskiy.<\/p>\n

\u201cTwo months ago <\/em>Natalia Sholoyko <\/em>was running in a competition <\/em>for the head of the <\/em>The\u00a0State\u00a0Drugs and\u00a0Medications\u00a0Control\u00a0Service<\/em>, but <\/em>she \u201cforgets\u201d to declare that her family works in pharmaceutical business<\/em>.<\/em> H<\/em>er candida<\/em>ture has been <\/em>rejected<\/em> because of the fact of hidden information from <\/em>the Competition Commission, \u2013 said <\/strong><\/em>Olga Stefanyshyna, Executive Director of <\/em>CF \u201cPatients of Ukraine\u201d.<\/strong> \u00a0It is important to publish and thoroughly check the information that is written in candidates\u2019 declaration<\/em>,\u201d \u2013 she adds.<\/strong>\u00a0 <\/em><\/p>\n

Non-governmental organizations demand to make public the documents submitted by applicants, including their declarations, which should be presented on the web-site of National Agency for Prevention of Corruption according to the current legislation.<\/p>\n

\u201cThe work of the Competition Commission is very opaque. Community doesn\u2019t know how the evaluation process has passed, because media were not allowed to the session of the Competition Commission. We don\u2019t know the scores, which each participant has got, and also their declarations haven\u2019t been published. As a result, it is unknown, for example, whether Natalia Sholoyko informed the Competition Commission that she has conflict of interest\u00a0 because her family works in pharmaceutical business, and her husband is<\/em> Deputy CEO of the state enterprise or not.\u201d \u2013 <\/em>Olexandra Ustinova, said member of Board of NGO \u201cAnti-Corruption Action Centre\u201d<\/strong>.<\/em><\/p>\n

\u201cIf reforms begin in key ministries, the whole system h be changed. The problem with odious candidates exists in other ministries also even under the government of \u00a0progressive ministers-reformers. There is a question about Andriy Galuschak that might be a State Secretary of the Ministry of Infrastructure. Same as Health Minister Ulyana Suprun, Infrastructure Minister Volodymyr Omelyan has protested the appointment of Andry Halushchak as state secretary for his ministry,\u201d \u2013 added Yaroslav\u00a0Yurchyshyn, Executive Director Transparency\u00a0International\u00a0Ukraine.<\/strong> \u00a0<\/em><\/p>\n

In addition, on December 7, 2016 the Competition Commission has chosen State Secretary of Ministry of Internal Affairs (Oleksiy Tahtay obtained the position for the State Secretary of the Ministry of Internal Affairs. During 2011-2014 Oleksiy controlled execution of the orders of Viktor Yanukovych; appeared in scandalous video of the\u00a0State Security Service of Ukraine<\/a> about sand), State Secretary of the Ministry of Infrastructure (Andriy Galushak, who was the head of the Vladyslav Kaskiv\u2019s State Agency for Investment and National Projects), and the State Secretary of the Ministry of Economic Development and Trade (Oleksiy Perevezentsev, who was the chief lawyer of this Ministry during the rule of Mykola Azarov\u2019s Government and has worked for two years in the National agency\u00a0on preparation and holding in Ukraine UEFA\u00a0EURO-2012 under the leadership of Borys Kolesnikov.)<\/p>\n
