Today about one hundred patients have brought stretchers with 423 \u2018life packages\u2019 for the MPs. The activists packed there things that symbolize life for each patient – painkillers, vaccines, stethoscopes, defibrillators, drips and children’s clothes. In such a way the patients demanded from MPs to vote for the health reform legislative package.<\/p>\n

<\/p>\n

These are the government bills No 6327\u00a0 \u201cOn Public Financial Guarantees\u201d, No 6328 \u00a0\u201cOn Additional Guarantees to War Participants\u201d, No 6329 \u201cAmendments to the Budget Code\u201d, No 6347 \u201cAmendments to the Law on Public Procurement\u201d. These laws are designed to launch the health reform, which, according to the survey, have been long anticipated by\u00a0 almost 45% of Ukrainians<\/a>. Activists emphasize that that every MP, who will not vote for the health reform, defends the interests of the old corrupt system that exterminate Ukrainians.<\/p>\n

\u201cFree health care is a myth. Every patient right after admission to the hospital has to pay for all starting from shoe covers<\/em> and ending with unauthorized payments to doctors and nurses<\/em>. <\/em>According<\/em> to<\/em> the<\/em> survey<\/em>, <\/em>every<\/em> other<\/em> Ukrainian<\/em> has<\/em> to<\/em> postpone<\/em> treatment<\/em> as<\/em> it<\/em> is<\/em> unaffordable<\/em>\u201d, <\/em>said Olga<\/strong> Stefanyshyna<\/strong>, <\/strong>the<\/strong> Executive<\/strong> Director<\/strong> of<\/strong> the<\/strong> Charitable Foundation\u00a0<\/strong>\u201c<\/strong>Patients<\/strong> of<\/strong> Ukraine<\/strong>\u201d<\/em>.<\/strong> \u201c<\/em>At<\/em> the<\/em> moment<\/em> the<\/em> MPs<\/em> receive<\/em> a<\/em> historical<\/em> chance<\/em> to mend the situation and to<\/em> vote<\/em> for<\/em> the<\/em> health<\/em> reform, which will remove \u2018black cash\u2019 from the hospitals and provide the patients with guaranteed free treatment, which is not currently in place.\u00a0 <\/em>\u00a0<\/em>This<\/em> is<\/em> why<\/em> we<\/em> call<\/em> for every<\/em> MP<\/em> to<\/em> perform<\/em> his<\/em>\/<\/em>her<\/em> obligation<\/em> and<\/em> to<\/em> vote<\/em> for<\/em> the<\/em> health<\/em> reform<\/em>\u201d<\/em>, she<\/strong> added<\/strong>. <\/strong><\/p>\n

The reform is based on the undeniable guarantees for the patient, which are not yet in place, as well as on the right to choose, where to receive treatment. For the first time money allocated for the health sector will be spent not for maintenance of the hospital building but for providing a quality health care package for every Ukrainian. Thanks to adoption of this legislative package the patient will receive an opportunity to \u00a0choose either public, communal or private health facility as the draft legislation on health \u00a0reform implements the MFP (money follows the patient) principle, therefore creating fair competition among health facilities. Emergency care, family doctor, pediatrician and palliative care for terminal patients will be free for the Ukrainian patients.<\/p>\n

\u201c<\/em>Support<\/em> of<\/em> these<\/em> draft<\/em> laws<\/em> means<\/em> a<\/em> choice<\/em> for<\/em> decades ahead<\/em>. <\/em>Stop<\/em> killing<\/em> the<\/em> patients<\/em> with<\/em> a<\/em> myth<\/em> of<\/em> \u2018free\u2019 Soviet medicine. We demand honest relations between a doctor and a patient. Every MP, who will vote against these draft laws will vote against all Ukrainians, against life and future of Ukraine and will show that he\/she stands for the old corruption schemes, currently operational in all hospitals\u201d<\/em>,<\/em> indicated Dmytro Sherembei<\/strong>, <\/strong>Head of the Coordination Board of the All-Ukrainian Network of PLWH <\/strong>.\u00a0 <\/strong><\/p>\n

The President of Ukraine received a special package with life symbols \u2013 infant baby cap and shoes, brought to the Presidential Administration by a pregnant woman. This was done to remind the President about his pre-election promise to reform the health system. They call for the President as the Upholder to openly support the health reform and the legislative package proposed for a vote at the Verkhovna Rada.<\/p>\n

\u201c<\/em>I<\/em> am<\/em> 5 <\/em>months<\/em> pregnant<\/em>.<\/em> Many times I heard about preliminary arrangements with doctors, unauthorized payments and lists of medicine\u2026 Like thousands of other women I would like to give birth to my child<\/em> in a fair atmosphere<\/em>! <\/em>That\u2019s why today I am sending to the President these life symbols for million mothers and encourage him to <\/em>support<\/em> the legislative package and the health reform<\/em> and then the childbirth will really be free\u201d<\/em>, pregnant Daria Nastenko said<\/strong>.<\/p>\n

\u2018Life packages\u2019 were also given to the representatives of the Cabinet of Ministers of Ukraine with the words of thanks for development of these draft laws.<\/p>\n

On April 20 the patients\u2019 community called for the President of Ukraine to recognize the priority of the health reform legislative package and for the Verkhovna Rada of Ukraine to vote for this package. The open petition was signed by 17 patients organizations.<\/a><\/p>\n
