Dear Yulia Volodymyrivna,<\/strong><\/p>\n

Yesterday, at\u00a0the Coordination Board meeting you disseminated false information about government procurement of\u00a0medicines through the international organizations.<\/p>\n

We, as\u00a0representatives of\u00a0the patients\u2019 community assure you that delegation of\u00a0the procurement of\u00a0medicines, vaccines and medical supplies through the international specialized organizations is\u00a0one of\u00a0the most effective anti-corruption reforms in\u00a0the health sector proved by\u00a0years of\u00a0work.<\/p>\n

For the first time funds for the public procurement are not plundered, but saved. According to\u00a0the Accounting Chamber of\u00a0Ukraine, international organizations save up\u00a0to\u00a039% of\u00a0the funds allocated for procurement of\u00a0medicines. These are direct savings that allow providing treatment to\u00a0more patients. Some medicines are procured at\u00a0a\u00a0price 67\u00a0times lower than during the MOH procurement in\u00a02015. The saved funds permitted to\u00a0procure up\u00a0to\u00a070% of\u00a0additional medicines for some programs. Over\u00a060% of\u00a0medicines are procured by\u00a0the international organizations directly from manufacturers as\u00a0compared to\u00a0small percent of\u00a0manufacturers participating in\u00a0the MoH tenders before implementation of\u00a0this anti-corruption reform.<\/p>\n

The tenders on\u00a0the ground show the effectiveness of\u00a0international procurement as\u00a0opposed to\u00a0the PROZZORO system. Today the regional oncology centers and state institutions procure medicines at\u00a0prices up\u00a0to\u00a0300% higher than through the international organizations (evidence from monitoring of\u00a0procurement of\u00a0medicines for oncology patients conducted by\u00a0the Anti Corruption Action Center).<\/p>\n

Deliveries of\u00a0medicines for the funds of\u00a02015-2016 are completed according to\u00a0the plan. What you call \u2018medicines short delivered for these years\u2019 is\u00a0only 0.007% of\u00a0the deliveries of\u00a0the 2015 contract amount. Now these medicines are being delivered at\u00a0the cost of\u00a0funds saved by\u00a0the international organizations. Similar situation is\u00a0with deliveries for 2016 procurement budget: the supply of\u00a0medicines procured additionally for the saved funds is\u00a0now being completed.<\/p>\n

In\u00a02018, the procurement cycle has been finally straightened out. Agreements with international organizations were signed in\u00a0April and the first tenders have already been completed.<\/p>\n

Julia Volodymirovna, public procurement reform is\u00a0the achievement valued by\u00a0thousands of\u00a0saved lives. Discrediting and deprecating it\u00a0means denying the problems of\u00a0patients and using peoples\u2019 grief for sensational populist slogans.<\/p>\n

We\u00a0call you, dear Yulia Volodymyrivna, as\u00a0the leader of\u00a0the faction, not to\u00a0voice unverified information and not to\u00a0mislead voters and people\u2019s deputies. The truth is\u00a0that the pharmaceutical procurement reform is\u00a0really supported by\u00a0the patients\u2019 community and saves our lives!<\/p>\n
