41\u00a0patients\u2019 organizations released an\u00a0open letter to\u00a0Julia Tymoshenko<\/a> calling her not to\u00a0voice unverified information about international pharmaceutical procurement and not to\u00a0discredit the reform so\u00a0important for all patients.<\/p>\n

It\u00a0was the response of\u00a0the patients\u2019 community to\u00a0Julia Tymoshenko speech at\u00a0the Coordination Board<\/a>, where she announced \u00abfalse figures and data about one of\u00a0the most successful reforms, which provided additional medicines to\u00a0ten thousands of\u00a0patients\u00bb, the open letter said.<\/p>\n

In\u00a0this regard it\u00a0is\u00a0recalled that according to\u00a0the data of\u00a0not only the anti corruption organizations but also by\u00a0the Accounting Chamber of\u00a0Ukraine, international organizations save up\u00a0to\u00a039% of\u00a0the budget funds. Some medicines are procured at\u00a0a\u00a0price 67\u00a0times lower than during the MOH procurement before 2015. The saved funds permitted to\u00a0procure up\u00a0to\u00a070% of\u00a0additional medicines for some programs. Over\u00a060% of\u00a0medicines are procured by\u00a0the international organizations directly from manufacturers as\u00a0compared to\u00a0small percent of\u00a0manufacturers participating in\u00a0the MoH tenders.<\/p>\n

It\u00a0is\u00a0because of\u00a0the patients\u2019 organization initiative and vivid public actions<\/a> that the anticorruption law was adopted in\u00a02015 and made it\u00a0possible to\u00a0procure medicines through the international organizations. Therefore \u2018arrangements\u2019 and corruption schemes were destroyed.<\/p>\n

Positive experience of\u00a0pharmaceutical procurement through the international organizations in\u00a0Ukraine inspired other countries, in\u00a0particular, Moldova and Kazakhstan, to\u00a0adopt the same procurement system.<\/p>\n

\u00abWe\u00a0call you, dear Yulia Volodymyrivna, as\u00a0the leader of\u00a0the faction, not to\u00a0voice unverified information and not to\u00a0mislead voters and people\u2019s deputies. The truth is\u00a0that the pharmaceutical procurement reform is\u00a0really supported by\u00a0the patients\u2019 community and saves our lives\u00bb, the patients\u2019 organizations call the BYUT leader.<\/p>\n

The tenders on\u00a0the ground show the effectiveness of\u00a0international procurement as\u00a0opposed to\u00a0the PROZZORO system: the regional oncology centers and state institutions pay for the medicines 4\u00a0times higher than through the international organizations (evidence<\/a> from monitoring of\u00a0procurement of\u00a0medicines for oncology patients conducted by\u00a0the Anti Corruption Action Center).<\/p>\n

\u00abPublic procurement reform is\u00a0the achievement valued by\u00a0thousands of\u00a0saved lives. Discrediting and deprecating it\u00a0means denying the problems of\u00a0patients and using peoples\u2019 grief for sensational populist slogans\u00bb, the message said.<\/p>\n","protected":false},"excerpt":{"rendered":"
