\r\n\r\nThe bill No. 1076 \u00abOn Amendments to the Law of Ukraine \u2018On Public\r\nProcurement\u2019 and to Some Other Legislative Acts on Improving Public Procurement\u00bb\r\nhas been put to vote today, which abolishes the possibility to procure\r\nmedicines through the international organizations. The bill was posted on the\r\nwebsite only one day before the voting, depriving the public of the opportunity\r\nto make comments and remarks.<\/p>\r\n\r\n\r\n\r\n
\u00abIf the bill is passed as such, this will threaten the health and life\r\nof hundreds of seriously ill Ukrainians, including children, because it\r\ndeprives Ukrainians of the access to life-saving medicines and vaccines,\u00bb\r\n\u2014 said Inna Ivanenko, Executive Director of CF \u00abPatients of Ukraine\u00bb.<\/p>\r\n\r\n\r\n\r\n
Health care procurement reform began in 2015, following the adoption of\r\nthe Law \u00abOn Amendments to Certain Legislative Acts of Ukraine (on\r\nProviding Timely Access of Patients to Essential Medicines and Medical Products\r\nby Public Procurement through the Specialized Procurement Organizations)\u00bb. At\r\nthat time, the function of centralized procurement of medicines, medical\r\ndevices and vaccines was taken from the MOH and delegated to the specialized\r\ninternational organizations such as UNDP, UNICEF, Crown Agents, etc. <\/p>\r\n\r\n\r\n\r\n
During 5 years since then corruption has been removed from procurement\r\nof essential medicines, vaccines and medical products. Without corruption\r\ncomponent in the procurement activities the international organizations save up\r\nto 40% of the state budget funds, which allows procuring more medicines (by 68%!) and save more lives.<\/p>\r\n\r\n\r\n\r\n
Due to procurement through the international organizations, the\r\nUkrainian patients not only have better medicine supplies, but also receive\r\naccess to exclusive treatment never procured by the Ministry of Health.<\/p>\r\n\r\n\r\n\r\n
If the MOH is deprived of the opportunity to use the mechanism of\r\ninternational procurement, the patients will be deprived of the opportunity to\r\nhave treatment. Currently, the national procurement procedures don\u2019t have and\r\ncan\u2019t have the capacity to conduct\r\ninternational bidding, to combine lots from several countries and to conclude direct long-term contracts with\r\nmanufacturers due to multi-year planning.<\/p>\r\n\r\n\r\n\r\n
In addition to vaccines and serums that cannot be procured through the\r\nnational bidding as effectively as through the international organizations, the\r\nUkrainian patients run the risk of being deprived of the following medicines:<\/p>\r\n\r\n\r\n\r\n
Cosmegen<\/em> is a medicine\r\nfirst purchased by the United Nations Development Program and authorized in\r\nUkraine under the simplified procedure, because its manufacturer has never\r\nentered the Ukrainian market.<\/p>\r\n\r\n\r\n\r\n Oncaspar<\/em> is a medicine\r\nwith extremely short shelf life and requires special procurement and delivery\r\nprocedures. It is used for children with acute lymphoblastic leukemia\r\nuntreatable by the first-line therapy;<\/p>\r\n\r\n\r\n\r\n Erwinase<\/em> is a medicine\r\nfor the first procured in 2019. It requires simplified authorization procedure\r\nand is procured in extremely small quantities helping children with acute\r\nlymphoblastic leukemia untreatable by the first-line and second-line therapy.<\/p>\r\n\r\n\r\n\r\n Radiopharmaceuticals with critically short shelf life (15-20 days) and a\r\nvery complicated delivery procedure .<\/p>\r\n\r\n\r\n\r\n Swan Ganz catheters used in cardiac surgery;<\/p>\r\n\r\n\r\n\r\n The stents available now in Ukraine due to procurement through the\r\ninternational organizations. They meet 100 percent of the urgent needs.<\/p>\r\n\r\n\r\n\r\n Currently the state provides free stenting for all ST-segment elevation\r\npatients in need of urgent help. A supply breakthrough occurred in 2016, when\r\nthe international organizations were able to procure three times more stents in\r\n2016 at the same price as the Health Ministry of Ukraine had done before\r\ninitiation of the procurement through the international organizations. The\r\nprice of high quality stents has been reduced due to very high global\r\ncompetition, which will become limited if procurement is performed under the\r\ncurrent procedures in Ukraine.<\/p>\r\n\r\n\r\n\r\n Currently 10 types of vaccines for 10 dangerous diseases that children\r\nand adults should receive according to the immunization schedule are available\r\nin all regions of Ukraine. Such indicators are recorded for the first time in\r\nrecent years. Vaccines for Ukraine are procured by the United Nations\r\nChildren\u2019s Fund (UNICEF). These are only top quality and effective QA vaccines\r\nlong and widely used in the world. In addition, Ukraine can now place orders\r\nand plan to procure vaccines three years in advance, which is essential as the\r\nvaccine production cycle is long-lasting. Ukraine may lose this opportunity\r\nbecause of repealing the rule that allows the MoH Ukraine to attract the\r\ninternational organizations to the \r\nprocurement activities.<\/p>\r\n\r\n\r\n\r\n Without the possibility of procurement through the international\r\norganizations, these essential medicines will be lost to us forever, as the\r\nnational procurer SE \u00abMedical Procurement\u00bb has no legal capacity to use such\r\nprocurement mechanisms as were employed by the international organizations.\r\nTherefore, along with development and establishment of the national agency, it\r\nis imperative to retain the opportunity for the Health Ministry to procure\r\nmedicines, vaccines and medical products through the specialized international\r\norganizations.\r\n\r\nWe demand the Speaker and MPs to hear the voice of the\r\npatients and prevent the loss of such a successful anti-corruption instrument\r\nthat saves twice as many human lives.\r\n\r\n\r\n\r\n<\/p>\r\n","protected":false},"excerpt":{"rendered":" The bill No. 1076 \u00abOn Amendments to the Law of Ukraine \u2018On Public Procurement\u2019 and to Some Other Legislative Acts on Improving Public Procurement\u00bb has been put to vote today, which abolishes the possibility to procure medicines through the international organizations.
