{"id":11339,"date":"2019-10-02T16:06:18","date_gmt":"2019-10-02T16:06:18","guid":{"rendered":"https:\/\/patients.org.ua\/?p=11339"},"modified":"2024-04-16T08:36:22","modified_gmt":"2024-04-16T08:36:22","slug":"resolution-of-the-dialogue-between-patients-authorities-and-international-organizations-medical-reform-for-the-benefit-of-the-patient","status":"publish","type":"post","link":"https:\/\/patients.org.ua\/en\/news\/resolution-of-the-dialogue-between-patients-authorities-and-international-organizations-medical-reform-for-the-benefit-of-the-patient\/","title":{"rendered":"Resolution of\u00a0the dialogue between patients, authorities and international organizations \u201cMedical reform for the benefit of\u00a0the patient\u201d"},"content":{"rendered":"\r\n<p class=\"wp-block-paragraph\">Following the open dialogue between patients, authorities and international organizations, held on October 1, 2019, subsequent resolution was adopted on the fundamental steps of further changes in the health care system, on which parties agreed.<\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">Financing of the industry<\/h2>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Fight for an increase in health care financing of up to 4% of GDP in 2020, with a further increase of up to 7% in accordance with the recommendations of the World Health Organization, adopted by Ukraine and enshrined in the Law of Ukraine &#8221; On State Financial Guarantees of Public Health Services&#8221;. This will drastically allow to reduce informal payments from the pockets of patients and expand the provision of treatment to all patients with serious illnesses. What is important, this level of funding will help ensure universal coverage of a state-guaranteed health care package for all patients, regardless of the level of care.<\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">Continuing transformation in the healthcare system<\/h2>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\"><li>On the basis of universal access to\r\nhealth care services, to introduce a competitive \u201cmoney-for-patient\u201d financing\r\nmodel <strong>at all levels of medical care<\/strong>\r\nin 2020, ie money is paid only for actually provided medical services, not for\r\nbeds, which will create an opportunity for systemic improvement of quality of\r\nmedical services and patient comfort.<\/li><li>Continue implementation of the\r\nprogram of medical guarantees in accordance with the Law of Ukraine &#8220;On\r\nState Financial Guarantees of Public Health Services&#8221; for all types of\r\nmedical care. This will allow for efficient and prompt distribution of funds at\r\nall levels of health care delivery (primary, specialized, highly specialized,\r\nemergency medical care, rehabilitation and palliative care).<\/li><li>Introduce a co-payment model of\r\nmedical services into the legislation, which will expand the scope of medical\r\nservices guaranteed to patients.<\/li><li>Promote the development of private\r\ninsurance in the segment of medical services and medicines not covered by the state-guaranteed\r\npackage.<\/li><li>Promote the transition in 2020 to all\r\npublic, municipal and departmental health care facilities into a single medical\r\nspace, where a state-guaranteed package of health care services will be\r\nprovided, to give patients maximum selection of health care facilities.<\/li><li>Ensure legislative regulation of the\r\ntraining and capacity development of physicians and all medical staff.<\/li><li>Work on transferring licensing of\r\ndoctors and nurses to professional medical associations.<\/li><li>Promote the development of public\r\nhealth and implement prevention programs for major non-communicable diseases.<\/li><li>Strengthen the public health\r\nsurveillance system, including the ensuring proper laboratory control and\r\ninvestigations.<\/li><li>Introduce monitoring of the social\r\ndeterminants of health and the development of national and regional public\r\nhealth programs.<\/li><li>Promote the development of a European\r\nblood safety system and state support for voluntary donation in Ukraine.<\/li><li>Promote the development of an\r\nelectronic healthcare system in Ukraine.<\/li><li>Introduce European standards for\r\nquality control of medicines and medical products in Ukraine.<\/li><\/ul>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">Medicines and medical products<\/h2>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\"><li>In 5 years, bring funding of\r\ncentralized procurement programs closer to fully meet the real need of\r\nUkrainian patients for medicines and medical products.<\/li><li>Develop targeted government programs\r\nfor financing expensive diseases.<\/li><li>Introduce a medical technology\r\nassessment tool that will allow decision making to fund government programs\r\nbased on treatment effectiveness criteria.<\/li><li>Establish legislative foundations for\r\nthe efficient operation of the State enterprise \u201cMedical Purchases of Ukraine\u201d,\r\nas the main organization that implements new transparent procurement mechanisms\r\nat both national and regional levels, and ensures that there is no corruption\r\nrisk in procurement.<\/li><li>Expand the Affordable Medicines\r\nProgram with\r\nadditional nosologies and medicines to give patients more immediate access to\r\ntreatment.<\/li><li>Adopt a bill regulating patent reform\r\nin the field of medicines, introduce a parallel import mechanism for medicines\r\nfrom other countries. This will provide reducing the price of medicines both\r\nfor national and local purchases and in the pharmaceutical sector, and will\r\nmake it impossible to continue the monopoly on medicines artificially.<\/li><li>Promote access to medicines. In\r\nparticular, introduce legislative requirements for the use of cannabinoids as\r\nstate-level drugs and for scientific research.<\/li><li> To legislate the development of transplantation in Ukraine, to approve a number of bills after which Ukraine will be included in the international donor registry, to provide for post-transplant rehabilitation. Provide access to bone marrow transplantation from a non-family donor for children and adults, that will help hundreds of patients with hematologic and oncological diseases receive vital therapy; to enable hospitals to independently organize the search for bone marrow donors in international registers, pay for the cost of such a search, and collect stem cells (bone marrow) and import transplants to Ukraine. <\/li><\/ul>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">Final provision<\/h2>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">We, the undersigned, make decision to\r\nadhere to the abovementioned benchmarks in the transformation of Ukraine\u2019s\r\nhealthcare system for the benefit of the patient.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">In\r\norder to ensure transparency, openness and professionalism in adopting\r\nstrategic national priorities, it was decided to create a Strategic Advisory\r\nGroup of Independent Experts, who will form the basis of the Health System\r\nDevelopment Strategy of Ukraine for 2021-2025 as a continuation of the National\r\nHealth Care Reform Strategy in Ukraine, which is ending its operation.<\/p>\r\n","protected":false},"excerpt":{"rendered":"<p>Following the open dialogue between patients, authorities and international organizations, held on October 1, 2019, subsequent resolution was adopted on the fundamental steps of further changes in the health care system, on which parties agreed.
