These are the results of\u00a0the first tender held by\u00a0the MoH at\u00a0the cost of\u00a0the reserve budget to\u00a0combat COVID-19. The Ministry of\u00a0Health administration got around the procurement through the independent specialized agency SE\u00a0Medical Procurement of\u00a0Ukraine and laid hands on\u00a0the tenders.<\/p>\n<p><em>\u00abVolunteers buy protective suits for Ukrainian doctors for about UAH 200\u00a0a piece, regional health facilities also find protective suits for UAH 200-300\u00a0a piece. The State Enterprise Medical Procurement of\u00a0Ukraine procured suits in\u00a0the same price range, specifically for UAH 245\u00a0a piece from the local manufacturer. Instead, the Ministry of\u00a0Health changed its procurement plans overnight and increased the price up\u00a0to\u00a0UAH 500 for one protective suit\u00bb,<\/em> said <strong>Inna Ivanenko, Executive Director of\u00a0CF\u00a0\u00abPatients of\u00a0Ukraine\u00bb.<\/strong><\/p>\n<p>Protective suits proposed by\u00a0SE\u00a0Medical Procurement of\u00a0Ukraine had all specified documents and fully met the requirements provided by\u00a0the MoH before the tender. However, MoH changed the requirements already after the state enterprise completed the procurement.<\/p>\n<p><em>\u00abWe\u00a0see that the Ministry has manipulated the tender technical order for the sole purpose of\u00a0taking over all procurements to\u00a0its tender committee. With the right to\u00a0procure through international companies and through its own enterprise, the MoH decided to\u00a0select its own tender committee and drive up\u00a0the prices. For this purpose, the Ministry of\u00a0Health simply took the technical order for procurement provided to\u00a0its own enterprise and added another requirement, which was not there earlier\u00bb,<\/em> explains <strong>Olena Shcherban, a\u00a0Member of\u00a0the Anticorruption Action Center Board.<\/strong><\/p>\n<p>As\u00a0a\u00a0result, instead of\u00a0140,000 protective suits (90,000 under the tender terms and 50,000 that could be\u00a0bought for saved money) the Ukrainian hospitals will receive only 70,000. This is\u00a0in\u00a0the situation when protective means for Ukrainian doctors are in\u00a0increasingly short supply. Even the officially reported needs of\u00a0hospitals indicate that the current shortage is\u00a0nearly one million protective suits, half a\u00a0million respirators and half a\u00a0million isolation gowns.<\/p>\n<p><em>\u00abBecause doctors are unprotected, they get infected in\u00a0the early stages of\u00a0the epidemic in\u00a0large numbers. Every 5th infected person in\u00a0the country is\u00a0a\u00a0doctor. In\u00a0Italy, which has overcome a\u00a0peak load on\u00a0the medical system this figure is\u00a0twice less, in\u00a0Germany\u00a0\u2014 10\u00a0times less. At\u00a0this rate, we\u00a0will soon have no\u00a0one to\u00a0provide treatment to\u00a0patients\u00bb,<\/em> says <strong>Roman Fischuk, ENT doctor, Executive Director of\u00a0the Clinical Research Unit at\u00a0the Central City Clinical Hospital of\u00a0Ivano-Frankivsk City Council.<\/strong><\/p>\n<p>The MoH, instead of\u00a0protecting doctors and procuring protective suits two months ago, blocked all procedures and tenders. Now it\u00a0went around the procurement organizations and laid hands on\u00a0procurement. Moreover, officials also cynically took refuge in\u00a0good intentions as\u00a0if\u00a0buying expensive means buying better quality to\u00a0protect doctors.<\/p>\n<p><em>\u00abIf\u00a0the MoH really wanted to\u00a0protect doctors, it\u00a0would have procured protective suits two months ago, it\u00a0would have not blocked procurement of\u00a0medicines and equipment and we\u00a0would not have these terrible numbers of\u00a0the infected doctors today. But in\u00a0reality the Ministry of\u00a0Health is\u00a0not really concerned with doctors but with tenders like in\u00a0the days of\u00a0Bogatyreva, when exactly the same scheme worked and\u00a040% of\u00a0the budget funds for tenders was stolen.
