Law number 5038-VI of\u00a004\/07\/2012 was adopted in\u00a0order to\u00a0have a\u00a0\u00abmanual mode\u00bb for drug manufacturers, to\u00a0license them and get a\u00a0corrupt profit. This law was to\u00a0come into effect from March\u00a01, 2013. Since that time, to\u00a0sale the imported medicines one should have obtained an\u00a0additional Ukrainian license for the additional payment. The authors of\u00a0the law even failed to\u00a0develop mechanisms and procedures for the issuance of\u00a0such licenses.<\/p>\n
The lack of\u00a0clear mechanism of\u00a0licensing would inevitably lead to\u00a0bribes. That\u2019s what made the patients raise the alarm, as\u00a0payment of\u00a0bribes and licensing in\u00a0the future would impose a\u00a0burden on\u00a0Ukrainians who buy the drugs every day.<\/p>\n
Experts feared that some of\u00a0the products will disappear from the market, which, in\u00a0turn, will result in\u00a0the black market in\u00a0medicines in\u00a0Ukraine. Imported medicines constitute the lion\u2019s share in\u00a0the treatment of\u00a0critically ill in\u00a0Ukraine: 100% for the treatment of\u00a0diabetes in\u00a0children and pregnant women, 97%\u00a0\u2014 Pediatric Oncology and Hematology, 80%\u00a0\u2014 the adult oncology and hematology, pulmonology 100%, 98%\u00a0\u2014 anesthesia, HIV\u00a0\/ AIDS, tuberculosis, hepatitis\u00a0\u2014 97%.<\/p>\n
That is\u00a0why on\u00a0February\u00a012, 2013, patients in\u00a0Kyiv, Cherkasy, Donetsk, Krivoy Rog, Lugansk, Simferopol, Zaporozhye, Lvov, Kharkov, Kirovograd, Chernigov and other cities gathered in\u00a0a\u00a0symbolic queue in\u00a0the pharmacies of\u00a0their cities. Thus, they showed officials, to\u00a0what they condemn the Ukrainians.<\/p>\n
In\u00a0the queue for drugs, which stretched for several hundred meters along the street Shelkovichnaya stood everyone\u00a0\u2014 from Ukrainian TV\u00a0stars to\u00a0housewives. This action was widely covered in\u00a0the media.
\nAfter the initiative of\u00a0UCAB and other patient organizations a\u00a0bill number 2196 was registered in\u00a0the Verkhovna Rada to\u00a0cancel the law about licensing.<\/p>\n
At\u00a0this point, after the actions of\u00a0patient organizations, the entry into force of\u00a0the law about the licensing of\u00a0drugs is\u00a0delayed and medicines licensing system is\u00a0simplified.
