What the tender is? Most of Ukrainians would guess it is the embezzlement or some sort of carving up. That is how tenders usually characterized in our country. And we are now talking about the process, which can be conceptualized as competition to provide fair state procurements.
Unfortunately, the problem is that most people do not associate themselves with the state budget and state money. Those money is some kind of magic «state» money, coming from somewhere and stolen by someone. Few people know that those mentioned money are their money, stolen from their pocket, and clear vision of this fact should be put in the basement of struggle for fair tenders.
